The vendor estimates that new requirements for ambulances for this year <br /> will bump up the cost significantly. The Town mechanic has evaluated the purchasing plan and <br /> agrees that the new ambulances need to be upgraded with a replacement schedule of 5 years. <br /> The trade-in value is less due to the upgrades for compliance. Andrew Gottlieb asked about the <br /> proposed new chassis and Chief Rullo answered that the proposed new ones are F-550 size (1- <br /> ton). He added that the department is also recommending diesel engines rather than the gas <br /> ones and their life expectancy would be five years. Town Manager Collins stated that he <br /> wanted to see the long term plan for ambulance replacement. Mr. Gottlieb stated that the plan <br /> is to have no ambulance over five years old. Deputy Chief Jack Phelan replied that is the plan. <br /> Mr. Collins asked for a blueprint of a plan for the purposes of replacement. The Town Manager <br /> also about the mileage to which Chief Rullo answered 52,000 miles if there are three <br /> ambulances in service. Mr. Richardson stated that would average out to 17,000 miles per year. <br /> Mr. Gottlieb asked when the Fire Chief will be able to evaluate the new ambulance and when <br /> did the Department know that the previous purchases were a mistake. Deputy Chief Phelan <br /> said that they knew within two years that the previous type of chassis and motor were <br /> mistakes. Chief Rullo indicated that Barnstable, Sandwich and Harwich are currently using the <br /> type of ambulance that he has proposed for Mashpee and they are on a six year replacement <br /> plan. Mr. Richardson cautioned the CIP Committee that the maintenance cost may be <br /> substantially higher due to the greater weight of the vehicles causing more wear and tear on <br /> the brakes, tires, etc. Mr. Collins restated that we need to have a replacement plan in place for <br /> the long run. Mr. Gottlieb asked if the new ambulances are four wheel drive and the Chief said <br /> they are and therefore the need for a plow to go out in front of the ambulance during a snow <br /> event would mostly be eliminated. <br /> Discussion of Fire Department 12roposals forprojects after FY 2019 <br /> • FY 20 and FY 21Replacement of Utility Vehicles — Mr. Gottlieb asked if this type of <br /> vehicle is on a seven or eight year replacement schedule; chief Rullo replied that it is <br /> proposed to be a seven years and they are proposing that the truck be put into the <br /> Town's fleet after 7 years. Mr. Collins said it could possibly be used by the mechanic at <br /> the DPW and that you don't want to be driving a responding vehicle more than 100,000 <br /> miles. Mr. Collins said that the CIP Committee should leave this as a placeholder on the <br /> CIP schedule. <br /> • FY 21 Communication Equipment/CAD (Computer Aided Dispatching) — Mr. Gottlieb <br /> asked for clarification on this item and its cost. Chief Rullo said it is emergency alerting <br /> software and hardware for the two fire stations and vehicle computers. Town Manager <br /> Collins said that this type of system is generally used in an urban area rather than a <br /> town such as Mashpee <br />
