Request for Title V Variance, 190 Monomoscoy Road. Mr. Harrington recommended the Board <br /> continue this matter until an upcoming meeting when Matthew Costa could be present to discuss <br /> the plan. <br /> Ms.Langler moved to continue the matter of the Request for Title V Variance at 190 Monomoscoy <br /> Road to November 8, 2018. Motion seconded by Laurel Almquist, VOTE: Unanimous(3-0). <br /> 2. Discussion of Draft Rental Property Regulation. Mr. Harrington summarized that the first public <br /> hearing was held on April 5, 2018 where homeowners, realtors, and property managers voiced <br /> their opinions. Since then, no new discussions or revisions have been made by the Board. it was <br /> learned that the State was in the process of promulgating laws for the licensing and taxation of <br /> short-term rentals. The bill, known as Bill 4841,was sent to the Governor for signature but the <br /> Governor sent it back to the legislature with comments. The Governor requested that rentals of <br /> 14 days or less per year be exempt from the bill, and that addresses be left out of the State <br /> Registry to protect privacy. Mr. Harrington informed the Board that the law would not apply to <br /> occupancies greater than 90 days, but would apply to rental periods of 14-90 days. <br /> Ms. Langler stated that she had been looking at other housing regulations, including Boston, <br /> which allows licensed state housing inspectors to be employed by the homeowner, whereby a <br /> state Inspector provides a certificate of pass/fail. She indicated that the regulation also lets <br /> homeowners work their way toward a 5-year inspection plan. The Board agreed it is an interesting <br /> approach to staffing concerns and high permit fees. Mr. Harrington stated that it is the same as <br /> how the State handles the Mass Rental Voucher Program, and is definitely worth looking at, <br /> Chairman Baumgaertel stated,for the record,that everyone had left the room,so there would be <br /> no public comment,and asked Mr. Harrington to continue compiling information. <br /> Mr. Harrington stated that he had not heard any other updates to Bill 4841, and suggested <br /> discussion of the Draft Rental Property Regulation be tabled until more information is available <br /> and housing complaints, Inspections,and on-line rental numbers can be verified. <br /> Ms. Langler moved to continue discussion of the Draft Rental Regulation to the first meeting in <br /> January 2019. Motion seconded by laurel Almquist. VOTE; Unanimous(3-0). <br /> OTHER BUSINESS <br /> Mr.Harrington reminded the Board that the Town is offering anotherflu clinic on November 811. He stated <br /> that 165 shots were administered at the last one clinic, but they had run out of vaccines at that point. <br /> With regard to the stronger"over 55"flu shot, Mr. Harrington Informed the Board that the Quad covers <br /> more strains,and that the 3-stra€n higher dose is meant for persons with chronic conditions. <br /> NEXT MEETING <br /> The next meeting of the Board of Health was scheduled for Thursday, November 8, 2018, at 7:04 PM at <br /> the Mashpee Public Library. <br /> 5 <br />
