MASHPEE ZONING BOARD OF APPEALS <br /> MEETING MINUTES <br /> NOVEMBER 28,2018 <br /> Mr. Mendoza reviewed the floor plan and asked if there is a second story to the building. <br /> Brian approached the Board and said that the second floor is a hay loft. He said that it's <br /> just a preliminary plan and he is looking to maximize the use of the property. He said he <br /> currently works very closely with handicapped people and believes there's a tremendous <br /> need to introduce people to indoor horse riding. He asked the Board for their opinions and <br /> what they would like to see the use of this property. He wants to work with the Board to <br /> try and build something that the Town and community can benefit. He said there's a great <br /> amount of opportunity. <br /> Mr. Furbush asked about the specific buildings currently on the property, and if there's a <br /> proposed barn in the back. <br /> Brian said there's an existing barn with five stables, and there is a proposed barn right next <br /> to that building to house more stables. That location is central to the property, and there is <br /> also a manure storage facility. There are two houses, one was for the staff, and he would <br /> like to use the other house for office space. The other main house would be a residence. <br /> Mr. Mendoza wants to know what the specific plan would be because this would require a <br /> submittal to other committees and Boards. He also wants to know what the second building <br /> will become because the Zoning Board has to know the intent to justify their decision. <br /> Brian said he is in the process of speaking with professionals in this industry and they told <br /> him he needs a minimum of 20 stables in order to make this a functioning farm. He said he <br /> was told that the existing stable barn is too pristine for horses and should be a holding area. <br /> Mr. Gould briefly reviewed the summary of the business plan, and asked who will be <br /> operating the site. <br /> Brian said that he is seeking input on what can be done with the property. No one took the <br /> step to reach out to the Town. So he is gathering the information asking what can be done <br /> there. He has spoken to farm operators who have stables in other Towns and they were <br /> asking what Mashpee allows. <br /> Brian said that he would like to provide services to the handicapped, open to the business <br /> to the public, and Mashpee High School. They want to preserve the integrity of the <br /> property. His goal is to have 20 horses with additional stables,and utilize the indoor heated <br /> arena for winter use. <br /> 16 <br />
