6 <br /> Board of Selectmen <br /> Minutes <br /> December 3, 2018 <br /> NEW BUSINESS <br /> Discussion and Approval of Revised Pole Petitions #MA2018-34 Pole 44/49A-Main Street & <br /> HMA2018-35 (Pole#4/49.5A-Main Street) from Verizon New England, Inc, and NSTAR Electric <br /> Company DBA Eversource Energy (No Additional Pole Hearing Required as per MGL C. 166 S <br /> Assistant Town Manager.Wayne Taylor: <br /> The Board of Selectmen was in receipt of a revised Petition for Verizon New England, Inc. and <br /> NSTAR Electric d/b/a Eversource Energy to relocate one jointly owned pole, 4/49A and anchor, on <br /> the westerly side of Main Street (Route 130)to a point approximately 101' southerly from the <br /> original, existing pole location. The pole relocation is necessary to remove a pole for new road <br /> construction. <br /> The application was in error. It was disclosed the Board of Selectmen at their September 24, 2018 <br /> meeting voted to approve the pole northerly of existing pole 4/49A. No Public Hearing was <br /> necessary to correct the direction from north to south. <br /> Motion made by Selectman O'Hara to approve the Revised Pole Petition as presented. <br /> Motion seconded by Selectman Gottlieb. <br /> VOTE: Unanimous. 5-0. <br /> Roll Call Vote: <br /> Selectman Sherman,yes Selectman Cahalane,yes Selectman Gottlieb,yes <br /> Selectman O'Hara,yes Selectman Cotton,yes Opposed, none <br /> General Discussion of Marijuana Host Community Agreements, Recreational Marihuana Licensing <br /> Process; Local Option Tax: <br /> The Board of Selectmen reviewed the Guidance on Host Community Agreements and Municipal <br /> Role in the Recreational Marijuana.Licensing Process as imposed by the Cannabis Control <br /> Commission. In addition, Host Community Agreements from the respective Towns of East <br /> Hampton, Amherst and Brookline currently in effect were reviewed. <br /> In accordance with the Agreement, a Host Community Impact Fee is capped at 3% of the Marijuana <br /> Establishment's gross annual sales for a term of five years or less. <br /> The Board of Selectmen considered the specifics of the terms and agreements in addition to the <br /> application deadline. The Town of Mashpee at this time is limited to (1) location for the siting of a <br /> marijuana retailer. If the number of retail off-premises alcoholic beverage licenses change, the <br /> number of allowed marijuana retailers could also change. For now, it is one host agreement. In the <br /> future, the Town may have the ability to have multiple host agreements. <br />
