8 Board of Selectmen Minutes December 3, 2018 NEW BUSINESS Discussion of Convening Various Boards and d Committees about Goals and Objectives for the Future And Vision of Mashpec Commons: The Board of Selectmen set tentative dates to further review Goals and Objectives for the future and vision of Mashpee Commons and its perimeters. The proposed dates include; Monday, January 14, 2019, Tuesday, January 15, 2019, Monday, February 4, 2019 and Tuesday, February 5, 2019. After conducting a review of the areas to be discussed, the matter of wastewater was highly prioritized as the main focus to begin dialogue with applicable Town Departments as noted; Planning Board, Board of Health, Zoning Board of Appeals, Conservation Commission, EDIC and Sewer Commission. It was agreed the engineering firm GHD, Inc. contracted for Phase I - Site 4 Wastewater Treatment Facility (WWTF) Design Development and associated collection system as outlined in the Wastewater Nitrogen Management Plan would be invited the attend the January 14, 2019 meeting to initiate discussions. LIAISON REPORTS Community Preservation Committee: At their last meeting, the CPC extended the application deadline to November 30, 2018. A total of 5 new projects were additionally submitted, and will be reviewed at the next CPC meeting. This brings forth a total of 17 projects to be considered for funding at the May 2019 Special Town Meeting. It was noted that one project, the proposed Middle/High School Track Reconstruction project overlaps with the Capital Improvement Program (CIP) Committee. The CTP is expected to review capital projects next week. The $1.5 million Track Reconstruction project is combined with a request for Artificial Turf, a project that is not permissible with the use of CPA funding. The CPC is expected to delay any decisions regarding the Track Reconstruction project until the CIP has fully vetted this proposal. Town Clerk's Office: The Board expressed condolences to the passing of Joseph J. Mazzucchelli a former Town employee who worked diligently in the Town Clerk's Office. The service will be held on Tuesday at Christ the King Parish, Mashpee. Substance Abuse Task Force: Gail Wilson the Human Service Director along with the Substance Abuse Task Force was recognized by Barnstable County for their successful monthly Drop-in Night that has made a tremendous difference from its inception in reducing substance abuse. EDIC: Members of the FDIC have conveyed to the Town Planner concerns regarding the Seasonal Sign Bylaw moved forward by the October 2018 Town Meeting. The Planning Board is expected to further discuss this concern at their next meeting.
