10 <br /> Community Preservation Committee <br /> Minutes <br /> December 6, 2018 <br /> NEW BUSINESS <br /> A licant: Old Indian Meeting House Authorit <br /> Proposed Title: Mashpee Parsonage Restoration Project: $400,000: (continued) <br /> Discussion followed with respect to public access. To facilitate the restoration <br /> process it was recommended a Memorandum of Understanding (MOU)be developed between <br /> the Town and Tribe to determine the number of days/events per year the building would be open <br /> to the public when it is improved upon with public funding. There is standard regarding public <br /> access with regards to the number of days per year the general public would have the ability to <br /> access a privately owned property funded with public monies. <br /> Members of the Historical Commission voiced support for this project funded with historic <br /> preservation funds. It was noted the Parsonage is on the list for Historic District Signage, a CPA <br /> funded project. It is not known if the signage is permissible to be placed on the subject private <br /> property and/or the amount of public access that may be desired with historic signage. <br /> Mr. Weeden indicated with CPA funding additional grant funds may be leveraged to support this <br /> project. Discussion followed with respect to the possibility of phasing this project with CPA <br /> monies. The budget request identified the following as a Phase I allocation; <br /> Historic Structures Report $45,000 <br /> Structural Suring $5,000 <br /> 3D Scanning $5,300 <br /> Archaeology $45,000 <br /> Total: $93,300 <br /> Phase II includes a traffic study; $10,000 and $500,000 in restoration. The allocation includes a <br /> 15% contingency cost of$90,495. It was disclosed the 2010 restoration budget is outdated, and <br /> includes a 33% increase. Additional fundraising is necessary to support the $693,795 project. <br /> Mr. Weeden was requested to consider the option to phase the project. If the restoration moves <br /> forward the CPC has the option to provide a full funding allocation with the release of funds <br /> contingent upon the demonstration of the completion of successful fundraising. The release of <br /> funding would protect the Town of Mashpee with respect to liability exposure. Mr. Weeden was <br /> receptive and is expected to report to the CPC at their next meeting. <br />
