9 <br /> Community Preservation Committee <br /> Minutes <br /> December 6, 2018 <br /> NEW BUSINESS <br /> Applicant: Old Indian Meeting House Authority: <br /> Proposed Title: Mashpee Parsonage Restoration Project: $400,000: <br /> David Weeden was in attendance representing the Old Indian Meeting House Authority in <br /> request of CPA funding in the amount of$400,000 to preserve, restore and rehabilitate the <br /> Mashpee Parsonage located at 431 Main Street, Mashpee. The total projected cost of this project <br /> is $693,795. <br /> Restoration of the building will enhance the Town's Historic District and supplement the state <br /> designation to augment its eligibility to the National Historic Register. The 19`x' century structure <br /> is regarded as a meaningful portrayal of Mashpee's unique character. <br /> The rehabilitation of the Parsonage is within the Town's Local Comprehensive Plan as a priority <br /> preservation of interest. The building served as a Tribal Office in the 1970's for the Mashpee <br /> community and its visitors. Prominent families resided at the site that also housed ministers and <br /> visiting nurses. <br /> The Town of Mashpee Community Preservation Committee funded an archeological survey in <br /> 2007, and according to online information there is known presence of pre-historic layers split <br /> with moderate to high sensitivity. <br /> Mr. Weeden indicated the restoration of the property will be a focal point along the Historic <br /> District's proposed walking trail and with renovations, the Parsonage would offer educational <br /> benefits. <br /> A formal Historic Structures Report will define the scope of work. The goal is to begin <br /> construction in mid-2019 with a complete renovation anticipated in 2-3 years. There is also <br /> evidence of several out buildings located at the subject property. With a full archaeological <br /> investigation, details would be revealed regarding size, orientation and relationship of the out <br /> buildings to the primary structure. <br /> Mr. Weeden indicated he is fully aware that public access is a known requirement for the use of <br /> CPA funding. Currently, there is no specific use for the Parsonage building. <br /> The Community Preservation Committee has been advised by Town Counsel, the project is <br /> eligible for CPA funding. However, the matter of public access needs to be addressed. It was <br /> disclosed the Land is in Trust. This status does not preclude the project from its eligibility for <br /> CPA funding. The Federal government is the deeded owner of the subject property on behalf of <br /> the Mashpee Wampanoag Tribe. There was a question regarding the Federal government if there <br /> is knowledge the property may be worked upon. <br />
