8 <br /> Community Preservation Committee <br /> Minutes <br /> December 6, 2018 <br /> NEW BUSINESS <br /> Applicant: Christine Marano <br /> Proposed Title: 12 Cypress Circle Acquisition: TBD: <br /> CPC member Chad Smith stepped down for the above discussion noting he serves as an elected <br /> officer of the Mashpee Rod& Gun Club, an abutter of the subject property. <br /> Due to traveling difficulties Christine Marano of Peabody, MA was unable to attend the meeting. <br /> Evan Lehrer, Town Planner was present to review the project proposal with the Community <br /> Preservation Committee, The subject 1.2 acre parcel as shown on Mashpee Assessors maps as <br /> Map 21, Block 33 is currently assessed at$102,900. There are no structures on the parcel which <br /> lies in a Zone 11 Ground Water Recharge Area. <br /> The parcel was created as a"Reserved Recreation and Green.Area" with no lot number for a <br /> three year period subject to review within the three year period to determine the actual use of the <br /> designed area in 1972. <br /> The minimum lot size in the R-5 zoning district is 80,000 square feet. However, in accordance <br /> with the Town Planner's recommendation in 2004, the lot appears to be "grandfathered" under <br /> the provisions of MGL, Chapter 40A, Section 6 as well as Mashpee's zoning bylaw, and is not <br /> subject to the current 80,000 square foot minimum lot size. <br /> Current zoning requires 150' of road frontage. The lot has more than 150' of frontage on both <br /> sides; Cypress Circle and Fox Hill Road. Mr. Lehrer respectfully requested the CPC consider <br /> this project for affordable housing. With a denitrification system, a duplex is considered for two <br /> families. It was noted the roads are paved, but are in need of improvement and drainage work. <br /> Discussion followed with regards to an appraisal of value for the subject property. It was <br /> disclosed the CPC previously voted to request the cost of appraisals be assumed by the applicant. <br /> Due to the nature of this application it was agreed appraisals would be considered on a case by <br /> case basis.
