7 <br /> Community Preservation Committee <br /> Minutes <br /> December 6, 2018 <br /> Applicant: Mashpce 150`' Anniversary Committee <br /> Proposal Title: Mashpee 150th Anniversary: $100,000: (continued) <br /> In considering this project there was a question regarding eligibility. It was agreed that Town <br /> Counsel would be consulted for this historic project that may be entitled to receive some funding <br /> from the recreation category for this proposal. The CPC previously authorized$22,500 to <br /> publish the 125"' Anniversary booklet. With mitigation funding, the project received full support <br /> to print this book and did not require the use of CPC funds. <br /> The Mashpee 150th Anniversary Committee plans to document and showcase the Town's history. <br /> Without funding there would be no celebration. The Mashpee Historical Commission is in full <br /> support of this project. <br /> Applicant: FORWARD - Friends or Relatives with Autism and Related Disabilities <br /> Proposal Title: FORWARD and the Rock Affordable Housing Community for Adults w/Autism <br /> $100,000: <br /> Kathy Ohman, John Ohman, Rich Presby and David Kaplan were in attendance to request <br /> funding for affordable housing to support Friends Or Relatives With Autism and Related <br /> Disabilities. It is estimated 15,200 people with Autism Spectrum Disorders are currently in need <br /> of supportive housing in Massachusetts. Using a percentage of the state's total population this <br /> equates to 31 adults in the Town of Mashpee with autism in need of housing. <br /> The FORWARD at the Rock has secured a five-acre site in the Town of Dennis to construct a <br /> duplex, consisting of 8 units to help fill this need. All necessary zoning and historic approvals <br /> have been received. The Town of Dennis Community Preservation Committee has also awarded <br /> $500,000 for this project. Additional monies have been received from the Massachusetts <br /> Housing Trust Fund and from the Massachusetts Facilities Consolidation Fund. The Housing <br /> Assistance Program is partnered with FORWARD to provide consulting and support services. <br /> FORWARD is also connected with the Cape Abilities Farm in Dennis. <br /> The Town of Barnstable CPC has committed $250,000 toward this project. It is anticipated a <br /> favorable vote would be received from their respective Town Counsels. The Town of Yarmouth <br /> CPC recently voted to award $120,000 to the project. This action is pending a vote of their <br /> Town Meeting in May. With confirmed and projected funding there is a shortfall of$300,000 <br /> far this project. The Town of Mashpee is requested to contribute $100,000 in CPA funding to <br /> support this regional need. Additional funding is being sought through grant foundation funds <br /> and with private fundraising. <br /> Sheila Lyons was in attendance and respectfully requested support from the Town of Mashpee <br /> for this worthwhile endeavor. It was agreed the project has stability securing the site location. <br /> With necessary approvals the estimated start date of construction is March of 2019 with <br /> completion in December of 2019. <br />
