6:09 Jason Tucker & Belle Poppenberger, 155 Hooppole Road. Proposed seasonal dock.
NOI

Resource Area: Land Under Waterbody (John’s Pond), Inland Bank, Buffer Zones.

John O’Reilly, represented the applicants. He explained the proposed project is to install a dock
system to extend to about 69 feet into the pond. The dock consists of two types of dock systems.
The first portion is a section dock system which exceeds about 36 feet out into the pond. The dock
sections will be supported by vertical posts. Each post rests on a 10 by 10 foot pad which rests on
the sandy pond bottom. The sectional dock transitions into a floating E/Z dock system. The
floating dock extends another 31.7 feet into the Pond. The floats are anchored to the pond’s
bottom and the water depth at the end of the float system is 4.8 feet. The sectional dock is
proposed to prevent damage to the pond’s bottom by grounding of the float system. At the point of
transition, the depth of water is about 2.6 feet. The proposed dock is to provide a launching point
for applicants’ boating activities within the Pond. Mr. O’Reilly stated they have not heard back yet
from Natural Heritage. He stated the dock section is an opaque dock with 3/8” gaps and will be
stored near the deck or the house during the off season. Mr. McKay said this would have to be
monitored and asked that a condition be placed that additional legs be placed on the dock. The
Agent stated the harbormaster had no input and the shellfish warden defers to Natural Heritage.
He said routinely the Commissioners have gone ahead with the decision pending Natural Heritage
decision.

No comment from the public

Motion: Mr. Sweet moved to Close and Issue pending Natural Heritage approval and the
condition that additional legs be put on the float, seconded by Mr. Smith. Vote unanimous
4-0

6:12 Town of Mashpee Department of Public Works, 664 Great Neck Road South. Proposed
expansion and paving of existing parking lot, addition of fenced-in storage area, tree
removal, mitigation plantings and associated drainage systems. NOI

Resource Area: LSCSF, Salt Marsh, Coastal Bank, Coastal Beach, Land Under Ocean and
Land Containing Shellfish

Matt Costa, Cape & Island Engineering, represented the applicant. He explained the project site is
located at 664 Great Neck Road South, Mashpee adjacent to Ockway Bay, a tidal coastal
embayment that flows into Nantucket Sound. The proposed work consists of improving the
existing public parking lot with new access, there is a future building site that will be leveled and
graded and relocating the fenced in open storage area. The paved parking area is 51’ from the
coastal bank. There will be a drainage system installed. He noted there are no mitigation
requirements but voluntary mitigation will be included to improve the adjacent resource areas and
the parking lot will be striped. Mr. Costa stated the project meets all of the performance standards.

Catherine Laurent, DPW Director, explained until a future building is approved the shellfish storage
area will remain as a storage area for Natural Resources.

The Agent reviewed the project on the photos provided. He noted the shellfish storage area and
the entrance to the parking lot.

No comment from the public

Motion: Chad Smith moved to Close and Issue, seconded by Mr. Sweet.
Vote unanimous 4-0
