<br /> <br />Conservation Commission Minutes <br />Thursday, September 27, 2018 <br />Mashpee Town Hall <br />Popponesset Meeting Room <br /> <br />Present: Dale McKay, Tom O’Neill, Chad Smith, Brad Sweet, Charles Dalton, Marty <br />Bregman (Alternate) <br /> <br />Also Present: Conservation Agent Andrew McManus, and Judy Daigneault, Recording <br />Secretary <br /> <br />CALL MEETING TO ORDER: 5:55 p.m. <br /> <br />Chair Dale McKay opened the meeting at 5:55 p.m. <br /> <br />Public Comments <br /> <br />Joe and Shelley Watson, homeowners, 415 Monomoscoy Property, were present. Mr. <br />Watson stated there has been a violation of the wetlands on their property. He stated he <br />saw his neighbors go onto his property and mow his wetlands for about 10 to 15-foot-wide <br />by 25 feet long. Because they were neighbors, the Wightman’s, he tried to handle it <br />himself. He found out his neighbors at 417 Monomoscoy Road are going to the Zoning <br />Board on October 10 to raze their building and relocate it. He distributed a packet showing <br />the property and the violation. He stated the neighbors took the marker out and cut the <br />land and called an engineering firm and had their property restaked. He said we have <br />been unsuccessful of having them go back ten feet. He stated he can prove where the <br />wetlands markers were. He also had an aerial view of the land in question. He was <br />asking for some relief. The Agent suggested he can go out with their engineer and inspect <br />it and make sure it is set correctly because the Commission has the right to go back in and <br />verify wetland delineations. <br /> <br />Matt Costa, Cape and Islands Engineering, stated they did the site work that was recently <br />approved and that wetland line was delineated on the ground and marked in the field. the <br />Wightman’s followed all the regulations and met the performance standards and were <br />issued an Order of Conditions. He noted the abutter didn’t like the placement of the house <br />location. He said he heard about this and they take protecting their client’s rights seriously <br />and he would be willing to go out to the property with the Agent. <br /> <br />HEARINGS: <br /> <br />6:00 Christopher P. Habib & Mark Doran, LLC 438 Quinaquisset Avenue. Proposed <br />sewer connection. At the request of applicant, please vote to continue to 10/25 at <br />6:03 p.m. - owes taxes and needs to submit revised plans showing sewer <br />connection. <br /> <br /> <br />
