<br />Conservation Commission Minutes <br />Thursday, September 13, 2018 <br />Mashpee Town Hall <br />Waquoit Meeting Room <br /> <br />Present: Dale McKay, Tom O’Neill, Chad Smith, Charles Dalton, Stephanie Simpson <br />(alternate), Marty Bregman (alternate) <br /> <br />Also Present: Andrew McManus (Conservation Agent), and Judy Daigneault <br />(Recording Secretary) <br /> <br />CALL MEETING TO ORDER: 5:55 p.m. <br /> <br />PRE/POST-HEARING AGENDA: <br /> <br />Public: <br /> <br />Richard Weiner distributed a letter to the Commissioners regarding several concerns that <br />the Southport residents have regarding Martha’s Pond. He explained Martha’s Pond is a <br />kettle pond with overgrown lily pads and green algae and a breeding place for mosquitoes. <br />He said a group of residents would like to work with the Town of Mashpee to see if we <br />could turn this potential health hazard into an asset to the Town. Some of the questions <br />and concerns are: who has jurisdiction over Martha’s Pond, does the State need to be <br />involved, who sprays for mosquitoes, does the town have plans to improve the pond, what <br />were the results of the solar bees at Santuit Pond, would they be able to install a railway <br />type of stairs to the walkway, can trees be removed that have fallen into the pond? <br /> <br />Following a discussion, the Chair and the Agent informed Mr. Weiner that he should make <br />an appointment with the Agent to address his concerns and to find out what steps <br />Southport needs to take in order to implement their concerns. <br /> <br />HEARINGS: <br /> <br />6:00 Michael R. & Maria S. Martone, 78 Buccaneer Way. Proposed construction of <br />pier, ramp and float and removal of nuisance vegetation. At request of applicant <br />continued from 8/23 to allow for revised NOI, plans and additional fees referencing <br />riverfront. NOI <br /> <br />Resource Area: Riverfront (Mashpee River), BVW, Coastal Banks, Salt Marshes, <br />LSCSF <br /> <br />Michael Borselli, Falmouth Engineering, represented the applicants. He explained the <br />proposed project consists of the construction of a private recreational timber pier, ramp, <br />and float which will be consistent with nearby piers, ramps and floats in the area which will <br />allow the applicant to access Mashpee River and Popponesset Bay. The proposed project <br />includes the construction of an elevated walkway. The structure will be constructed using <br />standard timber materials. The access stairs and elevated walkway sections landward of <br />salt marsh will be supported by 6x6 posts. Support structures within the tidal zone will be <br />10’ diameter timber pilings.
