Proposed additions to existing <br />dwellings, installation of swimming pool, extensive hardscape and landscape modifications, <br />mitigation plantings, septic system upgrade, removal of an outhouse and construction of a <br />connecting driveway to structures on property. <br /> <br />Since Mr. O’Neill was to excuse himself from the hearing, there was a lack of a quorum. <br /> <br />Motion: Mr. Sweet moved to continue the hearing to July 12, 2018 at 6:03 p.m., seconded by <br />Mr. O’Neil. Vote unanimous 4-0 <br /> <br /> <br />6:21 Popponesset Island, LLC, 70 Popponesset Island Road. Proposed addition of floats <br />and pilings to existing dock, dredging. At request of applicant, continued from 5/24 to <br />address Shellfish Constable concerns. NOI <br /> <br />Resource Area: Land Under Ocean, Land Containing Shellfish, LSCSF, Coastal Bank, <br />Coastal Dune <br /> <br />Matt Costa, Cape & Island Engineering, represented the applicant. He explained the proposed <br />project is the construction of a 8’ x 16’ float to include three 12:’ piles to the end of the existing <br />licensed pier, ramp and float. Also, the installation of two tie-off piles and to dredge an area of <br />approximately 18,000 square feet in and over the waters of Popponesset Bay. Also proposed is <br />the dredging to obtain a greater depth for the boat docking area. He reviewed the plan depicting <br />the installation and the dredging areas. He also in detail, explained the dredging process and <br />stated the dredge material will be moved to the spit in conjunction with the Save Popponesset Bay <br />efforts for beach nourishment. Mr. Costa stated a copy of the narrative and the project plans have <br />been submitted to the Harbormaster and Shellfish Warden and that the project has been designed <br />to minimize the impact to shellfish. Mr. Costa stated he is suggesting special conditions be placed <br />on the Order of Conditions. The conditions would include: annual monitoring of dredged site thru <br />underwater video, if seaweed is present will be removed and recycled, having green crabs placed <br />under floats to be monitored by the Department of Natural Resources. He stated the project meets <br />the performance standards. He said this project was to be discussed at the Shellfish Commission <br />meeting last night but the meeting was postponed and they will not meet again until July 10. <br /> <br />The Agent reviewed the letter from the Division of Marine Fisheries and Mr. Costa stated he <br />submitted a revised plan following the receipt of the letter. The Agent noted the letter referred to <br />time of year restriction should be required and should be prohibited from January 15 to May 31 on <br />dredging and deposition of sand. The Agent noted the Commission has 21 days to issue the Order <br />of Conditions so that will give time for the Shellfish Commission to meet and any conditions they <br />have can be incorporated into the Order of Conditions. The Agent reviewed the photos and plans <br />of the project area. He said the project meets the performance standards. <br /> <br />No comments from the public <br /> <br />Motion: Mr. Sweet moved a Negative Determination with the special conditions as <br />discussed, seconded by Mr. O’Neill. Vote unanimous 4-0 <br /> <br /> <br />6:24 Christopher P. Habib and Mark Doran, LLC, 438 Quinaquisset Avenue. Proposed <br />septic system upgrade and associated hardscaping and landscaping. At request of <br />applicant, continued from 5/24. NOI <br /> <br />Motion: Mr. Sweet moved at the request of the applicant to continue the hearing to June 28 <br />at 6:12 p.m., seconded by Mr. O’Neill. Vote unanimous 4-0 <br /> <br /> <br />
