6:12 Popponesset Beach Association, Deans Hollow Road, Beach Road, Bluff Avenue, Kim <br />Path. Proposed installation of handicap accessible boardwalks and planting of native <br />species. RDA <br /> <br />Resource Area: LSCSF, Coastal Dune, Coastal Beach <br /> <br />Dave Discuillo, Vice Chair of Security, introduced Paul Thurston, Chair Property Management, <br />Harold Cloran, Roads and Property Management Committee and Mark Flaherty, Engineer. <br /> <br />Mark Flaherty, Engineer, Flaherty & Stefani, Inc., represented the Popponesset Beach Association. <br />He explained Popponesset Beach Association is proposing to install at three of the sites: Beach <br />Road, Kim Path, and Bluff Avenue a 4.7’ wide handicap accessible boardwalk along existing <br />pathways on the coastal dune/coastal beach and on the fourth site, Dean’s Hollow Road, <br />replanting an area where invasive trees were recently removed and a small amount of new or <br />replacement fencings is proposed. He explained the details: <br /> <br />Beach Road – beginning at the end of the pavement will install 52 feet of handicap accessible IPE <br />wood decking boardwalk for access to the beach. <br /> <br />Dean’s Hollow Road – recently removed were three invasive trees at the end of the road. The <br />Conservation Agent directed that this area be replanted with native vegetation <br /> <br />Kim Path – Beginning at the end of the pavement PBA will install 52 feet of handicap accessible <br />IPE boardwalk with a 4.7 x 10’ platform for access to the beach. <br /> <br />Bluff Avenue – PBA will install 52 feet of handicap accessible IPE boardwalk with a 4.7’ x 10’ <br />platform for access to the beach. <br /> <br />Mr. Flaherty stated any vegetation that is disturbed will be replaced. <br /> <br />The Agent stated these are 4 locations to make them handicap accessible for safety and health <br />issues. Any vegetation will be replaced and mitigated for. Mr. Flaherty gave the Agent a list of <br />abutters who were notified. Harold Cloran suggested to also have a landing at Dean’s Hollow <br />Road. Mr. Thurston explained there was some resistance from the neighbors and stated they will <br />work with the neighbors. <br /> <br />Motion: Mr. Sweet moved a Negative Determination, seconded by Mr. O’Neill. Vote <br />unanimous 4-0. <br /> <br />6:15 Mary Jane Colton, 93 Bluff Avenue. Proposed planting of cedar trees and installation <br />of a shed. RDA <br /> <br />Resource Area: Coastal Dune, Buffer to Coastal Bank/Coastal Beach <br /> <br />Matt Costa, Cape & Island Engineering, represented the applicants. He explained the proposal is <br />to plant six cedar trees and install a 10’ x 12’ shed. All work will be done within previously legally <br />altered areas. He stated the project meets the performance standards. The Agent stated there is <br />no adverse effect on the resource area and recommended a Negative Determination. <br /> <br />No comments from the public <br /> <br />Motion: Mr. Sweet moved a Negative Determination, seconded by Mr. O’Neill. Vote <br />unanimous 4-0. <br /> <br /> <br /> <br />
