input will be solicited and a dialog developed to identify public concerns and ideas and to build support for
<br /> eventual implementation of appropriate measures.
<br /> F. Based on review and comment on the report by the COMMISSION and other parties and the input
<br /> received at the public meeting, an addendum to the report shall be prepared if required by the COMMISSION,
<br /> identifying any necessary changes, modifications, additional issues raised and any other necessary commentary on
<br /> the content of the original report.
<br /> G. The COMMISSION, based on the ENGINEER's report and addendum, input received from other
<br /> agencies, boards, committees and the public, and on discussion at additional public meetings or workshops, if
<br /> necessary, will identify which, if any, of the reviewed technologies and measures do not merit further
<br /> consideration and should not be included in the alternative scenarios described below.
<br /> Phase IV Development and Evaluation of Alternative Scenarios.
<br /> A. Alternative scenarios shall be developed for reduction of nitrogen in the MEP subwatersheds to levels
<br /> established by the MEP studies and DEP TMDL reports for the Popponesset Bay subembayments the specified
<br /> Waquoit Bay subembayments. Scenarios shall be done to remove nitrogen to the levels recommended in the MEP
<br /> report, including proposed wastewater treatment and stormwater management etc. in the adjacent towns. One
<br /> scenario shall assume connection of significant portions of the Town, focused on the Willowbend/Stratford Ponds,
<br /> New Seabury and Southport/High School treatment plants, as well as the remainder of the Mashpee River
<br /> watershed area (downgradient of Mashpee Pond) to the effluent relocation pipeline from the Mashpee Commons
<br /> area to south Mashpee, which is the subject of Phase VII. A second scenario shall assume connection to the
<br /> discharge pipeline of only properties in the vicinity of Mashpee Commons, the Mashpee Industrial Park and
<br /> southward along the pipeline, with other portions of the Town dealt with using localized facilities and other
<br /> discharge areas. Two or three additional scenarios are to be prepared, utilizing other approaches or combinations
<br /> of approaches, to be determined by the ENGINEER in consultation with the COMMISSION and other relevant
<br /> agencies. Facilities data provided shall include, at a minimum, the size and type of proposed treatment facilities,
<br /> the probable length of collector sewer, interceptor gravity sewer, force mains, and pump stations needed to
<br /> implement each scenario, a current cost estimate per mile for each type of sewer and for a typical pump station,
<br /> typical costs for any on-site facilities or management practices proposed and a total cost for implementation of all
<br /> tasks called for in the scenario. The ENGINEER's previous County-funded sewer study of the Popponesset Bay
<br /> watershed will be incorporated into this task. Costs are not intended to be detailed site specific construction cost
<br /> estimates, but order-of-magnitude estimates to assist the Town leadership in understanding the magnitude of the
<br /> effort that may be required. All scenarios must be reasonably feasible with regard to order-of-magnitude costs,
<br /> regulatory constraints, suitability (general technical ability to achieve improvements under local conditions),
<br /> implementability(ability to construct and operate, including discussion of who would be best suited to implement,
<br /> and whether regulatory changes are required), performance of components (demonstrated "real-world"
<br /> effectiveness and reliability in similar soils and environments, and accounting for seasonal population changes),
<br /> long term maintenance issues (including specific discussion of appropriateness of municipal
<br /> management/maintenance as well as other feasible alternatives), environmental and health concerns, efficient use
<br /> of land, aesthetics, public acceptance/political feasibility, institutional concerns (permitting, particularly state
<br /> approval)and equitable distribution of costs(taxpayers,developer, individual property owner/customer).
<br /> B. Evaluation of each scenario shall include modeling of projected nitrogen impacts using the model results
<br /> developed by MEP for both the Popponesset Bay and Waquoit Bay subembayments. Modeling work will be
<br /> carried out by MEP contracted directly by COMMISSION or through the DEP Popponesset Bay"Pilot Project".
<br /> C. A report shall be prepared describing in detail the ENGINEER's proposed scenarios, along with the
<br /> ENGINEER's general recommendations regarding which appear to be most suitable for application in Mashpee
<br /> and why. Twenty (20) copies of the report and four (4) copies of any oversized plans shall be submitted to the
<br /> COMMISSION for further distribution to other key parties.
<br /> D. After review of the report text, the contents of the above report shall be presented at a public meeting of
<br /> the COMMISSION (which may be held as a joint workshop with other boards or committees), at which public
<br /> input will be solicited and dialog developed to identify public concerns and ideas and to build support for eventual
<br /> implementation of appropriate measures.
