E. Based on review and comment on the report by the COMMISSION and other parties and the input
<br /> received at the public meeting, an addendum to the report shall be prepared, if required by the COMMISSION,
<br /> identifying any necessary changes, modifications, additional issues raised and any other necessary commentary on
<br /> the content of the original report.
<br /> F. The COMMISSION, based on the ENGINEER's report and addendum, input received from other
<br /> agencies, boards, committees and the public, and on discussion at additional public meetings or workshops, if
<br /> necessary, will identify which of the proposed scenarios merit further consideration and should be developed in
<br /> more detail. At least two, but no more than three scenarios will be selected for further development.
<br /> For each subwatershed, the MEP will provide target nitrogen model run results based on the MEP model to begin
<br /> the Alternative Analysis.
<br /> Phase V Conceptual Design and Cost Estimates for Selected Scenarios
<br /> A. For each of the up to three selected scenarios, conceptual designs shall be developed, which are sufficient
<br /> to reasonably establish the costs which would be associated with each, as well as to illustrate feasibility of
<br /> construction, any environmental impacts,potential land owner impacts and other critical information. Each should
<br /> indicate the likely locations, sizes and types of treatment plants, collector sewers, interceptor gravity sewers, pump
<br /> stations, force mains and discharge areas, as well as any other significant facilities, as well as describe operation
<br /> management, maintenance, cost and other issues relevant to an informed discussion and evaluation of the design
<br /> by Town officials, major development interests and the community at large. Costs are not intended to be detailed
<br /> site specific construction cost estimates, but preliminary cost estimates of sufficient detail to allow adequate
<br /> comparisons between scenarios, preliminarily suggest allocation of costs to taxpayers, existing home owners
<br /> proposed to be served by new facilities, and future residential and nonresidential development, and determine if
<br /> sufficient potential municipal resources are potentially available to proceed with implementation. It should be
<br /> noted that each scenario shall constitute a basic plan sufficient to meet the nitrogen targets for each subembayment
<br /> as suggested by the MEP and TMDL process
<br /> B. Evaluation of each scenario shall continue to include modeling of projected nitrogen impacts using the
<br /> models developed by the MEP study for the Popponesset Bay and Quashnet River/Hamblins Pond / Jehu Pond
<br /> subembayments.
<br /> C. A report and plans shall be prepared describing in detail the ENGINEER'S proposed preliminary design
<br /> for each scenario, along with costs, management and ownership issues, the projected nitrogen impacts on each
<br /> subembayment and the ENGINEER'S general recommendations regarding which scenario appears to be most
<br /> suitable for application in Mashpee and why. Twenty(20)copies of the report and four(4)copies of any oversize
<br /> plans shall be submitted to the COMMISSION for review and further distribution to other key parties.
<br /> D. After sufficient time for review, the contents of the above report shall be presented at a public meeting of
<br /> the COMMISSION (which may be held as a joint workshop with other boards or committees), at which public
<br /> input will be solicited and a dialog developed to identify public concerns and ideas and to build support for
<br /> eventual implementation of an appropriate scenario.
<br /> E. Based on review and comment on the report by the COMMISSION and other parties and the input

<br /> any necessary changes, modifications, additional issues raised and any other necessary commentary on the content
<br /> of the original report.
<br /> F. The COMMISSION, based on the ENGINEER'S report and addendum, input received from other
<br /> agencies, boards, committees and the public, and on discussion at additional public meetings or workshops, if
<br /> necessary, will identify which of the proposed scenarios should be developed in more detail as the Recommended
<br /> Plan.
<br /> Phase VI Recommended Plan.
<br /> A. The selected scenario shall be developed into a formal Recommended Plan, including a more detailed
<br /> description of proposed treatment plants, gravity sewers, pump stations, force mains and discharge areas, as well
