as publicly developed stormwater management facilities, detailed descriptions of other measures sufficient to <br /> guide implementation, preliminary cost estimates for specific facilities, proposed timing/phasing of facilities <br /> development and other implementation measures, nitrogen impacts of both the total proposed plan and each <br /> proposed phase,based on the MEP models for Popponesset Bay and Waquoit Bay subembayments as described in <br /> task IV.B., detailed discussion of recommended facilities ownership and management structures and their <br /> implementation, recommendations for specific regulatory measures, recommendations for any specific public <br /> education measures, any other recommendations deemed appropriate by the ENGINEER. Detailed discussion of, <br /> and recommendations regarding, available legal and regulatory mechanisms for achieving the connection of <br /> existing development to proposed facilities shall be required. Modeling will be done by SMaST on this selected <br /> alternative <br /> B. A report and plans shall be prepared describing in detail the ENGINEER's Recommended Plan, and <br /> incorporating the final recommendations of Phase VII. Twenty(20)copies of the report and four(4) copies of any <br /> oversize plans shall be submitted to the COMMISSION for review and further distribution to other key parties. <br /> C. After sufficient time for review, the contents of the above report shall be presented at a public meeting of <br /> the COMMISSION at which public input will be solicited and a dialog developed to identify public concerns and <br /> ideas and to build support for eventual implementation of the Plan. <br /> D. Based on review and comment on the report by the COMMISSION and other parties and the input <br /> received at the public meeting, a revised report may be required by the COMMISSION including any necessary <br /> changes, modifications, additional issues raised and any other necessary commentary on the content of the original <br /> report. <br /> E. The revised final report shall be submitted to the COMMISSION for final review and approval, at a <br /> meeting of the COMMISSION. Twenty (20)copies of the report and four(4)copies of any oversize plans shall be <br /> submitted to the OWNER for review and further distribution to other key parties, along with two digital copies of <br /> any text and tables in Microsoft Word and Adobe PDF format, and any plans in AutoCAD release 2005 format or, <br /> if appropriate,as ArcView compatible files. <br /> F. Upon approval by the COMMISSION, the ENGINEER shall prepare a summary report on the <br /> Recommended Plan for public distribution, along with four (4) copies of appropriate maps, posters and other <br /> oversize materials, suitable for use as an informational display at public buildings. The format and contents of the <br /> summary report and display materials shall require approval by the COMMISSION prior to final publication. It is <br /> anticipated that the summary report shall be in the 10-30 page range, with printing and distribution of 500-1,000 <br /> copies. The ENGINEER is responsible for printing of the summary report and associated costs. <br /> G. After distribution of the summary report and approximately one month of exposure of the informational <br /> displays and other public notice, the final report on the Recommended Plan, shall be presented by the ENGINEER <br /> at a major public meeting sponsored by the COMMISSION and other boards and agencies. <br /> H. The Recommended Plan will be combined with additional environmental impact information and <br /> appropriate portions of Phase V and VII to produce the DEIR and FEIR as described in Phase VIII C and D. <br /> Phase VII Preliminary Designs and Costs for Effluent Pipeline. <br /> A. In order to identify potential discharge locations for the proposed effluent pipeline, the ENGINEER will <br /> obtain from the Cape Cod Commission, USGS and the Town of Mashpee the most recent and accurate maps that <br /> have been prepared indicating the limits of the groundwater recharge area that is estimated to discharge into each <br /> of the subembayments of Popponesset and Waquoit Bays, as well as the most recent available mapping of <br /> recharge zones to public water supply wells. Working with the Town Planner, the ENGINEER has identified <br /> potential tracts of land that could serve as the location of large volume infiltration systems that are outside of any <br /> such recharge area. The potential hydrogeologic impacts of discharge at these sites have been preliminarily <br /> analyzed by USGS using its particle tracking model The Town Planner will provide data on the size of the <br /> identified properties, the current zoning and land use, the current owner and assessed valuation. The ENGINEER <br /> shall determine the depth to groundwater and the anticipated soil characteristics at each location. The ENGINEER <br /> shall visually observe each potential site to the extent feasible to verify current conditions and assess the ease of <br /> access from a public way. If no feasible location is identified outside of the bay or well recharge areas, the <br /> 7 <br />
