ENGINEER shall identify other locations or discharge methods that will minimize the probable direct impact on <br /> the subembayments under current wastewater treatment practices and be consistent with achieving the nitrogen <br /> targets for each subembayment in the context of each of the proposed scenario pairs and the Recommended Plan. <br /> B. The ENGINEER shall recommend possible locations for large volume community infiltration systems. <br /> These locations will be presented to the COMMISSION and concurrence obtained before proceeding with the next <br /> task. For each location the feasibility of open sand filters vs. subsurface disposal through well injection <br /> technology or leaching facilities, will be assessed, and an assumed design assigned to the specific location. The <br /> discharge capacities of the recommended locations must be sufficient to handle projected flows under each of the <br /> scenarios that anticipate use of the effluent pipeline. A preliminary design shall be prepared for each discharge <br /> area, sufficient to determine its capacity and approximate cost, The COMMISSION will be responsible for <br /> contacting owners of the property and determining availability and cost of any land required. <br /> C. A report shall be prepared describing the results of the previous two tasks and indicating the <br /> ENGINEER's recommendations regarding discharge sites and facilities. Ten (10)copies of the report and two (2) <br /> copies of any oversize plans shall be submitted to the COMMISSION for review and further distribution to other <br /> key parties. Should no suitable site be determined to be available outside of bay and well recharge areas, the <br /> report shall include the ENGINEER's recommendations for alternative approaches to effluent discharge under <br /> each nitrogen management scenario pair still under consideration at the time of the report. <br /> D. After sufficient time for review, the contents of the above report shall be presented at a public meeting of <br /> the COMMISSION. <br /> E. Based on review and comment on the report by the COMMISSION and other parties and the input <br /> received at the public meeting, one or more of the recommended discharge areas or alternative approaches will be <br /> selected by the COMMISSION for further design work. <br /> F. Based on the selected discharge area(s) or approach(es), the ENGINEER will develop preliminary <br /> designs to transport treated wastewater from the locations of the existing and potential wastewater treatment plants <br /> in the central Mashpee area to each of the selected discharge locations. The capacity of the effluent pipeline must <br /> be sufficient to handle projected flows under each of the scenarios(which are still under active consideration at the <br /> time that this work is done) that anticipate use of the pipeline, with a minimum of 0.5 to 1.0 MGD anticipated. <br /> The preliminary design will consider the need for pump stations at locations other than the treatment plant site and <br /> recommend possible locations for such stations if required. The ENGINEER will consider, to the extent feasible, <br /> the placement of force mains within the public right of way, but outside the pavement area, or on other suitable <br /> Town lands, in order to minimize disruption to the Town's transportation system during construction. Specific <br /> consideration shall be given to the potential for connecting additional effluent sources, including STEP or vacuum <br /> system effluent from existing on-site septic systems in neighborhoods along the route, as well as potential future <br /> wastewater treatment and collection facilities associated with the New Seabury development and Mashpee <br /> Industrial Park, to the effluent pipeline along its length. Design shall be of sufficient detail to provide realistic cost <br /> estimates and allow detailed review of property ownership,environmental impact and other issues. <br /> G. A report shall be prepared describing the preliminary pipeline design and indicating the ENGINEER's <br /> recommendations regarding a most feasible alternative. Ten (10) copies of the report and two (2) copies of any <br /> oversize plans shall be submitted to the Sewer OWNER for review and further distribution to other key parties. <br /> H. After sufficient time for review, the contents of the above report shall be presented at a public meeting of <br /> the COMMISSION. <br /> 1. Based on review and comment on the report by the COMMISSION and other parties and the input <br /> received at the public meeting, one pipeline and discharge area alternative will be selected by the COMMISSION <br /> for further design work and development of cost estimates. <br /> J. The ENGINEER shall prepare a report including preliminary designs for the selected effluent pipeline <br /> and discharge area alternative to determine costs to a level of accuracy that will allow submission of a Town <br /> Meeting article seeking funding for final design and construction of the proposed facilities. Twenty(20)copies of <br /> the report and four(4)copies of any oversize plan shall be submitted to the COMMISSION for review and further <br /> 8 <br />
