Mashpee and why. The draft report will be prepared as part of this phase, and shall be submitted <br /> to the COMMISSION for review. <br /> B.4. After sufficient time for review, the contents of the above report shall be presented at a <br /> public meeting of the COMMISSION (which may be held as a joint workshop with other boards or <br /> committees), at which public input will be solicited and a dialog developed to identify public <br /> concerns and ideas and to build support for eventual implementation of an appropriate scenario. <br /> Recommendations accepted as part of this process will be incorporated into the final report for <br /> submittal to the reviewing agencies. The Final Alternative Screenings and Analysis Report will be <br /> prepared in accordance with DEP wastewater planning guidance documents for submittal to <br /> regulatory agencies. <br /> B.5 Attend a regulatory review meeting with DEP, CCC, CMAST, CZM, and DMF to review <br /> findings of the report. <br /> B.6 Attend a MEPA and/or CCC public hearing for this phase. <br /> B.7 Print a limited number of hard copies (at least 10) and provide electronic copies (pdf's on <br /> CD/DVD) with hard copy Executive Summary for distribution to up to 45 of these copies <br /> C. ENGINEER shall prepare a Draft Recommended Plan/Draft Environmental Impact Report <br /> (DEIR) as described below: <br /> C.1 The COMMISSION, based on the ENGINEER's report and review comments, and input <br /> received from other agencies, boards, committees, and the public from Phase VIIB, and <br /> discussion at additional public meetings or workshops, if necessary, will identify which of the <br /> proposed scenarios should be developed in more detail as the Recommended Plan . <br /> C.2 The selected scenario shall be developed into a formal Draft Recommended Plan, <br /> including a more detailed description of proposed treatment plants, gravity sewers, pump <br /> stations, force mains and discharge areas, as well as publicly developed stormwater <br /> management facilities, detailed descriptions of other measures sufficient to guide implementation, <br /> preliminary cost estimates for specific facilities, proposed timing/phasing of facilities development <br /> and other implementation measures, nitrogen impacts of both the total proposed plan and each <br /> proposed phase, based on the MEP models for Popponesset Bay and Waquoit Bay <br /> su embayments as described in task V.B., detailed di snassiviranf ronermm^nd^d {avm'liti <br /> ca <br /> , recommendations for specific <br /> regulatory measures, recommendations for any specific public education measures, and any <br /> other recommendations deemed appropriate by the ENGINEER. Detailed discussion of, and <br /> recommendations regarding, available legal and regulatory mechanisms for achieving the <br /> connection of existing development to proposed facilities shall be required. Modeling will be done <br /> by SMAST on this selected alternative. <br /> C.3 A report and plans shall be prepared describing in detail the ENGINEER's Draft <br /> Recommended Plan along with necessary environmental impact information to produce the <br /> DEIR, and ORGeFpGratiRg the final reGGMMeRdatiGR6 Gf Phase VII. and shall be submitted to the <br /> COMMISSION for review. <br /> C.4 Based on review and comment on the report by the COMMISSION and other parties and <br /> the input received at the public meeting, a revised report may be required by the COMMISSION <br /> including any necessary changes, modifications, additional issues raised, and any other <br />
