e ' <br /> I <br /> M <br /> r <br /> Mashpee Board of Sever Commissioners <br /> Budget Subcommittee Meeting Minutes <br /> January 6, 2011 at :30 p.rn. <br /> Ma hpeeTovn Hall, Selectmen's Meeting Room <br /> Present: Chairman 'fon Fudala, .Toe Lyons, Jack Malarkey, Oskar Klenert <br /> CALL To ORDER <br /> The meeting was called to order at 4:40 p.m. <br /> APPROVAL of MINUTES <br /> Minutes are not currently available for approval <br /> AGENDAITEMS <br /> Discussion of Sever Commission Administrator Job Description <br /> Commissioners referenced the 12/23/10 draft of the job description. Mr. Klenert suggested that <br /> the description reads well but recommended that the Severer Commission Administrator be given <br /> some authority and also be proactive. Mr. Klenert rt agreed that the contractor should serve as the <br /> Commission's liaison to a variety of offices, departments and organizations but should also b <br /> well known in the community and in surrounding communities, showing that Mashpee is being <br /> proactive in addressing wastewater issues. Mr. Klenert also recommended that the individual be <br /> responsible for reporting and publicizing non-compliantev r systems that are negatively <br /> impacting the groundwater and should be an expert in the field. Mr. Klenert suggested that the i <br /> Administrator work closely with the Board of Health and the Conservation Commission, <br /> particularly as Mashpee considers PRT systems and cluster systems that may require input and <br /> approval from ConsCom. The Chair felt that the person in the position would be in contact with <br /> the BOIL and Con Corn regarding installation of onsite de-nite systems. Mr. Menert also felt <br /> that the individual should identify solid records regarding sources of pollution in Mashpee, and <br /> he referenced Mashpee River. <br /> Mr. Lyons stated that the Sewer Commission will set the tone for the person in the position and <br /> that the candidate will represent the Commission's tone with professionalism to get the job done. <br /> Mr. Lyons recommended that the candidate not be required to be from Mashpee, although it <br /> would be beneficial, but could limit the possibilities. fir. Lyons further stated that many <br /> qualifications were added to the description to include appearance, self--motivated, a negotiator, <br /> strong and resourceful. Mr. Klenert questioned what the contractor ill be doing during his <br /> working hours and Mr. Lyons responded that the Sewer Commission will tell him. Chairman <br /> udala stated that the proposed job description includes 20 job functions and 13 personality <br /> qualifications. Mr. Klenert felt that the description suggested that the position has no authority <br /> to make the Town aware of water pollution, as weft as the surrounding communities. The Chair <br /> highlighted function 15 which references the implementation of a public outreach program. W. <br /> Lyons recommended describing function 15 as an active outreach program and adding the Board <br /> of Health and Conservation Commission to the list. The Chair stated that the contractor will not <br /> have independent authority, but that he ill represent the Serer Commission. Mr. Klenert <br /> emphasized his desire that the individual be able to coordinate information in order to pursue <br /> polluters but the Chair responded that the Sewer Commission is not regulatory and has no <br />
