Lyons suggested that the description already requires that the <br /> Administrator gather information, adding that there are 32 items available in the description to <br /> assist Commissioners with.identifying candidates for the application process. Commissioners <br /> discussed the need to commit to the document in order to present it to the Board of Selectmen <br /> and to the Town for their approval. It was recommended that qualification 13 be removed and <br /> that the position also serve as a liaison to the Board of Health and the Conservation Commission. <br /> Mr. Lyons made a notion to accept the document as written. Mr. Malarkey seconded the <br /> motion. All voted.unanimously. <br /> Mr. Klenert recommended that the document being presented to the BOS be easily understood <br /> and the Chair noted that the job description would be an attachment to the Town Article being <br /> .given to BOS but that a cover memo or summary of the request will also bep rovi ed to the <br /> Selectmen. Mr. Malarkey stated that there was no indication in the job description that the <br /> candidate be an engineer or have engineering experience. Chairman Fudala referenced <br /> qualification 3 requesting strong wastewater engineering/environmental. sciences training or <br /> background. , <br /> Discussion of Hourly Rate, Total Proposed Budget and Proposed Article for May 2011 <br /> Annum Town Meeting <br /> Chairman Fudala contacted a number of professionals in the Meld for more information regardin <br /> recommended wages for the contract position and provided them with a draft of the description. <br /> Some contacts suggested that they can recommend candidates for the proposed position. <br /> -Brian Dudley, D , suggested per hour with benefits but without benefits, the <br /> Commission should consider a 15%-25%differential, which-'is approximately $ o per hour. Mr. <br /> Lyons suggested that o seemed extremely high and recommended that $40 would be a fair <br /> figure. <br /> -George Allair, DPW Yarmouth, suggested that with the current economy, the <br /> Commission may find an interested candidate for$40-$50. <br /> -Mike Sippione, Westin& Sampson, recommended bring someone with a strong skill set <br /> life a project manager and referenced an example in Winchester who has a consultant planner. <br /> Mr. Sippione suggested that a candidate who would be a real asset would likely be in a range o <br /> $60,,000475,900 per year. lir. Sippione also suggested the possibility of identifying a retired <br /> individual from Mashpee who may be able to complete the work in less time and, therefore, at <br /> lower cost. Westin& Sampson could also provide several individuals to perform the work.. <br /> - arnstabl e DPW l hector HR Director provided a job description of their Senior Project <br /> Manager whose rate of pay i's 33 -$39.91 per dour with benefits. Mr. Malarkey met with <br /> Mark Ells and reported that their Project Management Consultant receives o per hour but that <br /> he must maintain accident and liability insurance. Mr. Lyons recommended that the.insurance <br /> requirement be added to the job description at a later date. W. Malarkey added that the <br /> contractor has no guarantee of hours from week to week. Chairman laud al a shared excerpts of <br /> the RFP, including information about the insurance requirement. The RFP also provides for a <br /> one year contract with up to two 12 month extensions. Mr. Lyons recommended keeping the <br /> RFP as a reference for when Mashpee's contract is drafted. <br /> -Charlie Kalauskas, B SC, recommended a gate of$754100 loo per hour. <br /> 2 <br />
