Mr. Cotton reported that a STEP collection system includes treatment of eluent prior to <br /> reaching the treatment plant. Oils and fast food greases Will be removed along with 40%-50%.of <br /> BOD. Mr. Cotton suggested that the system offers a 70%reduction in waste strength. Pump out <br /> averages -12 years, although it varies by size and use of the tank_ Problems that may occur stay <br /> within the tank. Mr. Cotton described the pump's location in the tank, noting that the effluent <br /> travels through a filter before reaching the pump. All solids remain in the tank. The pumps are <br /> typically 10 gallon per minute pumps, although lamer facilities could have a 50 gallon per <br /> minute pump. Pumps are designed to pump at ranges of up to 20 feet a head. Standard controls <br /> are used and plugged into the house phone line or broadband to allow the.operators access to <br /> monitoring the pumps 24/7 through vericomm. The panels are located on the outside of the <br /> house. A lid to the tank is located at grade level and will be seen, but is necessary to allow <br /> access to the tank. Mr. Cotton stated that check valves are in place in the tank and also at the <br /> property line to prevent a town vide crisis. <br /> Mr. Cotton referenced a 22 year old system installed in Washington around a lake that directed <br /> flow to a.town sewer. The cost for the tam, pumping and the serer line totaled $5,500. Mr. <br /> Cotton referenced operating costs such as proactive maintenance, reactive maintenance, capital <br /> fund and pumping and stated that the monthly cost would be approximately $10 per home. Mr. <br /> Cotton described other projects located throughout the U.S, such a QT <br /> Hillsdale, Y with 120 <br /> DUs(equivalent dwelling unit connections) casting $4,000 per EDLP and a collection cost of <br /> $3,100 per EDU in Zoo . EDUs include the cost of the tank, pumping equipment, the lines from <br /> the house to the tank and the tank to the force main. Mr. Cotton stated that there were 70 tanks <br /> for the 120 homes. Mr. Cotton confirmed that the pumps are supporting a gravity suer and that <br /> up to a 2 inch line can be used for up to 200 homes since here will-be no solids.in the pipe. <br /> Wickford, RI installed 80 EDUs and Shodack Landing, NY utilized directional boring and <br /> provided a collection system for 73 homes. The cost in New York totaled $11,000 per home. <br /> Mr. Lyons inquired about the largest diameter size that could be used for directional drilling and <br /> Mr. Cotton responded 3-4 inches. <br /> Mr. Cotton indicated that he could provide a more specific layout to the Co nussion over the <br /> next month. Mr. 1 Marcel i inquired about the need to pump the tank and Mr. Cotton responded <br /> that the solids and scum could be measured to determine the need for smaller households. Issues <br /> with the filter would be communicated to the operator. Mr. Cotton discussed the value of BOD. <br /> going into the tank as being 400 and the value leaving the tank as being 150 due to the separation <br /> of the scum and the solids, similar to the way in which a septic tank works. <br /> Intermunicipal Issues <br /> Chairman Fudala reported that the memorandum of understanding negotiations would be <br /> conducted by Mike Dome.nica rather-than Andy Gottlieb. Where has been no word about when <br /> the process would begin. <br /> Falmouth Issues <br /> Jerry Potamis forwarded dmails regarding Falmouth's Town Meeting Articles and suer <br /> financing mechanisms. Reports for Falmouth's Sewer Study Committee were also provided in <br /> the packet along with G 's Technical Rcpor. <br /> Barnstable Issues <br />
