The Chair announced that he had been Mnvited to attend Barnstable"s Community Advisory <br /> Committee to present the Pilot Project and the mechanism for allocating the appropriate shares <br /> between towns on April 25 at 5:00 at Town Hall. All Commissioners are invited to attend. <br /> Sandwich Issues ti <br /> Dave Mason provided an ernailed update about Sandwich's status and noted that the Town had <br /> received an approved contract from the Mate for the Textron funds to finance their wastewater <br /> plan. Sandwich will beorling with Wright-Pierce and are conducting their Phase 1 Needs <br /> Assessment. The MEP report for Sandwich has been delayed until next year. <br /> Interview of Applicants for vacant Sever Commission At-Large Seat <br /> The Board of Selectmen have forwarded letters of interest received from Joyce Hosford and <br /> Mark Gurnee. <br /> Ms. Hosford introduced herself to the Commission,, describing her educational background and <br /> noted that she does not have a lot of technical.background. Ms. Hosford worked in speech and <br /> language pathology for 35 years. Ms. Hosford expressed interest in the Sewer Commission <br /> because she is committed to protecting the environment by properly treating the effluent. Ms. <br /> Hosford would bring to the'Commission intelligence,the ability to consider, listen and spew <br /> effectively, the ability to learn and a willingness to share her learning with others. FIs. Hosford <br /> has attended some meetings and has been reading materials, and wishes to become more <br /> involved in the community. Vis. Hosford.spoke with Selectman John Cahalane and former <br /> Commissioner Burt Kaplan about the Severer Commission and challenges associated with the <br /> issue of wastewater. Ms. Hosford recognized the challenges of time, money and the <br /> complications of the solution and financing. Ms. Hosford wishes to work through the issue and <br /> identify the most efficient and effective and financially tolerable way to resolve the issue. The <br /> Chairman inquired whether Ms. Hosford had reviewed the websifte and documents and Ms. <br /> Hosford responded that she had, <br /> Mir. Gurnee indicated that he purchased property in Mashp e I I years ago and became a year <br /> round resident 8 years ago. Mr. Gurnee is currently a member of the Conservation Commission. <br /> Mr. Gurnee also described his educational background and has worked in technical and <br /> management positions in industry. lr..Gurnee became interested in severs clue to its economic <br /> impact on 1 ashpee. Mr. Gumee feels that he can provide a technical overview about the <br /> information. Mr. Gurnee wishes to ensure that the right questions are asked as the Sever <br /> Commission moves forward with wastewater laying and recommended assessing details such <br /> as treated effluent entering a facility with the orenco system versus untreated effluent entering a <br /> treatment facility. Chairman Fudala inquired about Mr. Gurnee's impressions about the <br /> presentations and Mr. Gurnee referenced concern about collection costs and the need to <br /> specifically compare costs. <br /> Chairman Fudala invited discussion about the candidates or inquired whether Commissioners <br /> wished to discuss the matter at a later date_ Mr. Lyons recommended calling an Executive <br /> Session but the Chair felt that Executive Session would not be allowable for the purpose o <br /> selecting.a Commissioner. The Chair stated that the Burd of Selectmen would be seeking a <br /> recommendation from the Sewer Commission: Mr: Malarkey also recommended that an <br /> Executive Session be called to openly discuss personnel issues. The Chair stated that the issue <br /> would not be a basis for an Executive Session but that be would consult with Town Counsel. No <br /> decision will be made tonight regarding the vacancy. <br /> 10 <br />
