The Chair <br /> stated that the Board of Selectmen was seeking a recommendation from the Sewer Commission <br /> about the loan, but suggested that it be discussed at the next meeting due to time constraints. <br /> HAC 's Breezy Acres Expansion Project <br /> The Chair announced that, at a joint meeting, the Board of Selectmen and the Sewer Commission <br /> had approved an agreement to contract with the Housing Assistance Corporation and the <br /> Mashpee Housing Authority to connect the Breezy Acres project to the high school treatment <br /> plant_ The Commission had not yet approved the design for the sewer line. <br /> Brian Kuchar, Horsley Witten Group, Inc. and project manager for the Breezy Acres project, <br /> addressed the Commission about the project. W.Kuchar referenced the plan that provided an <br /> overall view of the project. Mr. Kuchar summarized the project as 10 units to be added to the <br /> back side of the existing 6 Breezy Acres units by HAC, generating a flow of 4,400 gallons. <br /> IAS and SIA have proposed hooleing up to theexisting high school treatment center, which <br /> has been underutilized and was designed to handle 18,000 gallons of flow per day. Mr. Kuchar <br /> stated that the effluent would run from Breezy Acres expansion to an 8 foot diameter wet well <br /> with a capacity of 1,460 gallons and then travel to a 6x6 vault and into a 4-inch force main. The <br /> f <br /> I <br /> effluent would hien flow through town property along old Barnstable Road toward the high <br /> school property along Route 151 and through a road easement where it would then be tied into <br /> the high school treatment plant.' The force main would total 2,200 linear feet. <br /> ti - <br /> The applicant has been Working with the zoning Board of Appeals and Charles Rowley, the <br /> town's consulting engineer, who has reviewed the plan and the development. Revisions have <br /> been made to the plans to create a project that was amenable to the Town. Chairman Fudala <br /> inquired whether the plans had been a proved by Mr. Rowley and Mr. Kuchar responded that <br /> Mr. Rowley had submitted a letter to the ZBA and he offered to provide the Chair with a copy of <br /> the letter indicating that all concerns had been addressed. The Chair referenced the use of a <br /> inch line, but noted that there was concern that it would not work due to the amount of flow. <br /> Chairman Fudala inquired about the excess capacity of the 4 'Inch line. Mr. Kuchar will provide <br /> specific information and noted that the capacity,of a 6 inch-pipe would have allowed waste <br /> effluent to sit longer than preferred. Mr.- Kuchar stated that the 4 inch pipe would be pumped at <br /> infrequent tines and in order to tie in additional properties, the pumping cycles could be <br /> increased to increase the capacity. The Chair inquired about constraints with the wet well and <br /> Mr. Kuchar responded that there would be reduced storage during a shutdown, although <br /> generators would also be part of the system. ff the generators fair, 9 hours of storage would be <br /> -available for the Breezy Acres site. To tie in additional properties; it would be possible to <br /> construct an additional storage tank to be placed at another location. <br /> The Chair.inquired about the electric, seiner and gas lines that ran between Breezy Acres and the <br /> pump station. Mr. Kuchar responded that the issue was discussed at the ZBA meeting and <br /> additional discussion vas needed regarding the layout of the easements. Mr. Bowley had stated <br /> that an easement agreement may be necessary. Andrew Singer, an attorney representing the <br /> applicant, confirmed that the need for easements should be determined during construction and <br /> that the utilities would have the necessary forms. The Chair inquired whether a utility had the , <br />
