main installment cost but excludes the cost of developing a detailed engineering plan. The
Robert B. Our Corporation provided the installed cost of placing it in the road with repaving.
The cost estimate totaled $85,,626,700.
Mr. Quann referenced the Back Road Site and highlighted the various branches. An analysis
was completed for each site and was based on the topography of the land- The Back Road Site
was comprised of 440 housing units and the wastewater would be transported to the Back Road
Treatment Site. Mr. Quann stated that total dynamic head was the total equivalent height that
fluid would be pumped, taking into account friction losses in the pipe. The total dynamic head
for the Back Road Site was 118 feet, which was well within the operator range of the pump,of
185 feet continuous. The cost per connection would total $16,615.34 and included the collapse
of the septic. The estimated cost for the site totaled $7,277,520.02. Estimates were based on
using HDP pipe, but SDR 21 PVC could also be used. Mr. Quann noted that 10°/o contractor
overhead and 10% contingencies were included in the cost estimates for the purposes of
planning.
Regarding the Heritage Park Site, Mr. Quann r- ported that here were a variety of lines
connected to the site. wastewater would be collected from 220 housing units and the total
dynamic head was determined to be 138 feet. The site could be developed without a pump
Cation'but would include 20,00feet of inch pipe. The cost per connection would be
25 5 51.24 and the estimated cost for the site totaled $5,487,180.01.
The High School Site would include 730 housing uits and a total dynanmic head of 105 feet.
The cost per connection would be $18,209.22 and the total cost for the site has been estimated to
be $13,310,940.03.
The Keter Site incorporated the island with a force main placed under the river. The site was
diverse and incorporated 1,300 housing units with a total dynamic head of 124 feet. The site,
required a lot of pipe and the cost per connection was $16.,087.43. The total estimate for the
I eeter Site was $20,9941,100.03.
New Seabury would include 550 housing units and would have a total dynamic head of 105 feet..
The per connection total was $17,270.56 and the-total estimate for New Seabury was
X9,550,620.02.
The Transfer Station Site was another lame area that would serve 1,700 housing units generating
a total dynamic head of 128 feet, The site would require lot of piping. The connections cost
$16)720.81each and the total estimate for the site was $28,927,000.05.
Chairman Fudala inquired about the replacement cycle for the grinder pumps and other
equipment. 11r, Quann reported that here was a 12 year mean time between service calls,
meaning that of 1,000 pumps in the system,-approximately 100 calls would be needed per year_
Mr. Quann reported that the pumps could be rewired. Mr. Quann recommended that, should the
municipality maintain the pumps, $40450 per year per pump should-be set aside for
maintenance., The Chair referenced the location ofthe-pumps adjacent to the house and inquired
whether gravity could be located closer to the street for public utility maintenance purposes. Mr.
Quann responded that casements had not been a problem, Mr. Quann cautioned against adding
gravity because of the potential for leaks in the systern. Chairman Fudala stated that areas in
7
