The reductions represent progress toward achieving <br /> TNMLs that could be credited to the respective towns. In addition, nearly all courses have <br /> introduced sections of natural rough that are not fertilized and are rarely mowed. Courses also <br /> have adopted foliar application practices that are deemed more accurate than granular fertilizer <br /> application. Further research is needed to determine whether or how foliar applications might <br /> affect leaching rates. Courses have also adopted an"as needed"approach to fertilizing that <br /> emphasizes plant health over"greenness". These practices and the data in Table 3 reflect a <br /> growing shift toward more economical use of fertilizers. <br /> 3.0 OVERVIEW OF CURRENT TOWN REGULATIONS RELATED TO <br /> FERTILIZER MANAGEMENT <br /> HW compiled current municipal and regional regulations and policies for fertilizer management <br /> from the Towns of Brewster, Chatham, Harwich, and Orleans, and from the Cape Cod <br /> Commission. 14W also reviewed the latest Cape Cod Regional Policy Plan to identify <br /> performance standards for fertilizer management. For each Town, HW reviewed regulations <br /> covering the following areas: <br /> • Town Code/General Rules and Regulations or Bylaws; <br /> • Zoning; <br /> • Board of Health; <br /> • Subdivision Rules and Regulations; and <br /> Pleasant Bay Fertilizer Management Plan 6 Horsley Witten Group,Inc. <br /> Final Report December 2010 <br />
