i <br /> Warrant so that the Environmental oversight CommWee could hold public hearings during the <br /> summer to notify the public.about the benefits of the Bylaw. Mr. Raker'anticipated that the <br /> proposed bylaw would then appear on the October Town Meeting warrant. Chairman Fudala <br /> noted that the public opinion survey included a question about a bylaw prohibiting phosphorus in <br /> fertilizer and residents overwhelmingly-supported the idea. W. Baker also reported that <br /> phosphates had been banned in clothing and dish washing detergent ire Massachusetts. Mr. <br /> Baker noted many other areas, such as Washington State,the Great Lakes, Florida and the, <br /> Chesapeake Bay area that have adopted ordinances limiting,phosphorus. Mr. Baker referenced <br /> the state of Minnesota's law that was successful with no enforcement and reduced phosphorus <br /> applications by approximately %. The Chair inquired about similar efforts statewide in <br /> Massachusetts and Mr.-Baker responded that he had seen no activity in other parts of the State. <br /> Mr. Lyons referenced his document drafted tode-mystify the issue of nitrogen sources with <br /> simple 'math, noting wastewater as the primary source of nitrogen and one that could be <br /> controlled. Chairman Fudala forwarded the document to urian Howes for his review and <br /> comments. The Chair suggested that the document could be a useful way to present the <br /> information to the public. <br /> Intermunicipal Issues <br /> Chairman lwuala reported that there was no additional information about.Mike Domenic <br /> coordinating the memorandum of understanding negotiations. <br /> Barnstable Issues <br /> The Chair announced that he will be prsenting the Pilot Project to Barnstable's Community <br /> Advisory Committee on April 25 at ;oo p.m. at Bamstable Town Hall. All Commissioners <br /> were invited to attend. Ken Molloy, Barnstable-member of the Mashpee CAC, encoura ed <br /> Commissioners to attend the meeting to support the Chair and to encourage awareness of the <br /> needs of Popponesset Bay. The Chair suggested that Mike Domenica may also attend the <br /> meeting. <br /> Sandwich Issues <br /> Work has been initiated withWright-Pierce. <br /> New Developments fisting Developments a uiring'wastewater'Treatment Plants <br /> - ampan ag village 40B Project-The Chair reported that an application has been made by the <br /> Tribe for a tax break to assist with funding the project. Town staff members were invited to <br /> submit comments regarding the proposal to be submitted to DHCD. Chairman'Fudala noted that <br /> Wampa oag village was planning to install a 40,000 gallon per day RBC treatment plant, with a <br /> need for 15,900 gpd, and planned to tie in adjacent properties to the treatment plant. The Chair <br /> submitted a comment highlighting the need to meet zero-net nitrogen and requiring that the Tribe <br /> pay to connect the rewired additional properties. In addition, the Chair questioned the way in <br /> which stormwater would b. -managed on the property. <br /> -Potential -The Chair noted that a potential development.was beingnsi ered behind the <br /> former Shell station on Route 151 that would require a wastewater treatment plaint due to its <br /> location. The individual interested in the proper may assist in expanding the High School <br /> Treatment Plant. <br />
