Mark Gurnee, Joe Lyons <br /> Absent: Clerk Ralph Marcelli <br /> CALL To ORDER <br /> The meeting was called to order at :1 o p.m. by Chairman Fudal . <br /> APPROVAL OF TES April 26., 2 I 1 & April 13, 2011 <br /> It was noted that there was not a quote of attending members to vote on the minutes. The <br /> April 26 minutes will require a vote using the Rule'of Necessity. Upon Mr. Lyons arrival to the <br /> meeting, the Chair called for a motion to approve the Fninutes. <br /> Mr. Lyons made a motion to add the Apra IP minutes to the agenda. Mr. Malarkey <br /> seconded the motion. <br /> ROLL CALL VOTE: Mr.Klenert-yes; Mr. 1 Malarkey-yes; Chairman udala-yes; Mr. <br /> Lyons-yes, 1r. Gurnee-yes <br /> Mr. Klenert mada motion t �`accept the April 1 minutes as distributed and amended. <br /> Mr. Lyons seconded the motion. Four members voted yes. <br /> Regarding the April 2&minutes,the Chair stated that only four members were present at the <br /> f <br /> meeting to include the Chair, Mr. Lyons, Mr. Malarkey and Mr. o"Hara. The Chair requested a <br /> vote on the minutes but will follow up with the Town Cly regarding the fact that Mr. O'Hara <br /> was no longer a member of the Commission. <br /> Mr. Malarkey ey made a notion to approve the April 26 meeting's minutes. Mr.-Lyons <br /> seconded the motion. 'Three members voted yes,Mr.Ilenert and Mr. Gurnee abstained. <br /> AGENDAITEMS <br /> Popponesset PHOT Project <br /> Chairman Fudala recently presented to the Barnstable Community Advisory Committee about <br /> i <br /> the proposal to fairly share the responsibilities in the Popponesset.watershed to meet the nitrogen <br /> TMDL with Mashpe , Bamstable and Sandwich. TThe Bamstable CAC voted to recommend the <br /> proposal to the Barnstable Town Council. The.Chi shared the presentation with the Sewer <br /> Committee. <br /> Chairman Fudala described the water quality problem in Popponesset Bay caused by excess <br /> nitrogen, creating oxygen loss due to increased algae and plant growth and causing habitat loss, <br /> fish tills and poor.aesthetics. The Clean water Act mandated that impaired waters, establish a <br /> total maximum daily nitrogen Bruit and take actions to meet the limit. There currently is no <br /> TML for the main body of Waquoit Bay,but it is being developed. The TWT.s determine the <br /> amount of pollutant, such as nitrogen,that waters can accept and still meet state water quality <br />
