Chairman Fudala referenced the necessity,o devloping an <br /> agreement with the(owns to inclu cd with Mashpee' watershed Nitrogen Plan and noted <br /> that the Mashpee Board of Selectmen had not yet voted to support the approach and accept the <br /> target. <br /> Mr. Malarkey inquired about the Chair's chi on slide 20 regarding the 49.2%of the 2001 load <br /> to the bay. The Chair clarified that 49.2%was the amount of nitrogen that the bay could handle <br /> environmentally_ Mr. Malarkey referenced the pie chart on slide 8 and inquired where 49.2% <br /> could e'removed and the Chair recommended addressing wastewater inputs with the conversion <br /> of septic systems to wastewater treatment, In addition, the Chair recommended educating <br /> residents to use less fertilizer, although the 1lP studies mould not rely on changes in fertilizer <br /> use in order to solve the problem. <br /> Mr. Klenert inquired about progress made with other towns, and the$27,000 grant from the <br /> County's Water Collection Collaborative. The Chair responded that the inter-mur cipal <br /> agreement process had not yet been initiated and that he had one meeting with Mr. Domenica. <br /> The Chair suggested that the County might be distracted with the CLF lawsuit, which is why he <br /> presented the PELOT Project to Barnstable. It was noted that Mashpee could not finalize their <br /> plan.without agreements in place with neighboring towns* <br /> i <br /> Status of GYID Tasks <br /> -Regina villa Associates Public OutreachWork-Jeff Gregg-reported that there had been no <br /> additional work completed by Regina villa, who was waiting to develop a flyer. <br /> -GHD Site Testing Status-Nh. Gregg reported that all work was complete, except for the survey <br /> for elevations and localized groundwater modeling, and that GHD was putting together a report. <br /> -GSD Payment Voucher-Chairman Fudala referenced the invoice in the amount of$27,805 and <br /> noted that the report regarding the work completed could be found in Commissi ners' packets. <br /> The Chair requested a re-vote to approve payment for work completed at the Transfer Station. <br /> 1r. Klenert inquired about the specific's of the work and Mr. Gregg responded.with a detailing of <br /> the work completed. Mr. Klenert expressed interest in-riving photos of the work and lir. <br /> Gregg responded that the pictures would be included in the final report. There was discussion <br /> regarding the amount of$23,130 being a lump sum amount to pay to Nfiranda and other sub- <br /> contractors. Mr. Klenert inquired whether the Town was overseeing the work and Mr. Gregg <br /> indicated that GHD oversaw the project. fir. Klenert suggested that it was difficult to approve <br /> payment without more information and the Chair referenced item 43 on the Budget Summary <br /> indicating a total monthly expenditure of$25,506. Mr. Gurnee inquired whether GIHD <br /> determined the adequacy of the contractor"s work completed and the Chair confirmed that they <br /> were hired to do so. <br /> Mr. Klenert made A notion to pay the bill with a total invoice of$27,805'.
