I <br /> PROPOSED JOB DESCRIPTION—SEWER COMMISSION ADMINISTRATOR <br /> 1-6-11 DRAFT <br /> I <br /> The Mashpee Sewer Commission proposes to hire a"Sewer Commission Administrator" (title <br /> j subject to change) on an hourly contract basis (i.e. not a Town employee, no benefits, <br /> approximately 20-30 hours per week assumed)to serve the following functions: <br /> 1) Administer Commission contacts with our consultants, i.e. primary point of contact during <br /> the day, receive and arrange for payment of invoices, including preparation of purchase <br /> orders through the Town's MUNIS accounting system, secure Commission signature of <br /> payment warrants for submission to Town Accountant; <br /> 2) Submit SRF Loan payment requests to DEP/WPAT,work with Town Treasurer to ensure <br /> loan payouts are received before invoices from GHD and SMaST are paid; <br /> 3) Ensure that SRF contractors (GHD and SMaST) are in compliance with the terms of their <br /> contracts, and of the SRF loan requirements, including MBE/WBE requirements; <br /> 4) Maintain the Commission's files and records, including coordination with the Commission's <br /> Board Secretary and Town Clerk; <br /> 5) Ensure that Commission meetings are properly posted, and work with Chair in developing <br /> meeting agendas for posting with the Town Clerk and distribution to interested parties; <br /> 6). Represent Commission in required contacts and coordination with Town Manager, Mashpee <br /> DPW, Board of Health, Conservation Commission, other Town departments and contractors <br /> and Mashpee Water District,particularly with regard to any field work done on behalf of the <br /> Commission or securing information needed by the Commission or its consultants; <br /> 7) Oversee management of any Commission facilities, such as the proposed"Breezy Acres" <br /> force main and lift station(in cooperation with Mashpee DPW and any operational <br /> contractors hired by the Town) as well as-necessary Commission regulatory activities, such <br /> as rate setting hearings, and propose appropriate Commission regulations and standards with <br /> regard to any facilities acquired or services operated by the Commission; <br /> 8) Serve as the Commission's technical liaison with wastewater staff and relevant boards and <br /> committees in Barnstable, Falmouth and Sandwich and help establish communication and <br /> coordination regarding joint wastewater planning efforts with those towns; <br /> 9) Review wastewater and other nitrogen management plans and efforts of the adjacent towns, <br /> including financing mechanisms, and report to the Commission on their content,potential <br /> conflicts with the Commission's plans,potential opportunities for synergy and cooperation <br /> and any"bright ideas"the Commission ought to consider adopting; <br /> 10)Serve as the Commission's liaison with the Board of Health and Conservation Commission. <br /> 11)Serve as the Commission's liaison with relevant County agencies, including the Cape Cod <br /> Commission, Cape Cod Water Protection Collaborative and County Health&Environment <br /> Department and provide information or assistance, as needed, to the Town's representative <br /> on the CCWPC; <br /> 12)Serve as the Commission's liaison with Mass DEP and Mass Estuaries Program as well as <br /> the Mass.NHESP, State Archaeologist, Waquoit Bay National Estuarine Research reserve; <br /> EPA and USGS; <br /> 13)Work with GHD in submission and review of the Watershed Nitrogen Management Plan as <br /> required for approval by DEP, Cape Cod Commission(Development of Regional Impact <br /> approval) and MEPA Office; <br /> 14)Maintain and update the Commission's web pages on Town web site and MashpeeWaters <br /> web site; <br />
