15)Serve as primary public contact person on behalf of the Commission, within guidelines <br /> established by the Commission, via phone and e-mail response to questions by residents and <br /> others; <br /> 16)Propose, secure Commission approval for, and implement an active public outreach program <br /> to the general public, including development of informational materials and presentations as <br /> well as active outreach to community organizations such as Chamber of Commerce, <br /> Mashpee Environmental Coalition, Wampanoag Indian Tribal Council and local <br /> newspapers; <br /> 17)Become familiar with facilities and personnel providing private wastewater collection and <br /> treatment services in the Town and other parts of the Popponesset and Waquoit watersheds, <br /> both to help the Commission evaluate the feasibility/advisability of acquiring said <br /> operations and to help negotiate any such acquisitions, including acquisition of properties or <br /> easement s for effluent discharge; <br /> 1.8)Propose and develop appropriate grant or loan requests, or Town meeting articles, in <br /> furtherance of the Commission's objectives and responsibilities; <br /> 19)Assist the Commission in selection of consultants and contractors for any design or <br /> construction projects, or facility operations, undertaken by the Commission after approvals <br /> of the WNW; <br /> 20)Answers directly to the Sewer Commission and attends all Sewer Commission meetings; <br /> 21)Performs other functions assigned by the sewer Commission. <br /> The person contracted to fill this position would be provided a work space/office in Town Hall <br /> with all necessary computer,phone and other facilities. <br /> The person contracted to fill this position should have the following qualifications: <br /> 1) Good appearance and self-motivated; <br /> 2) Excellent communication and marketing skills; <br /> 3) Strong wastewater engineering/environmental sciences training or background; <br /> 4) Be approachable and knowledgeable and control emotions when confronted; <br /> 5) Be a strong and resourceful negotiator, experienced in dealing with government agencies; <br /> 6) Be a good listener, , attentive to details, staying focused on the task at hand; <br /> 7) Be proficient with appropriate computer skills,preferably including ability to update and <br /> enhance the Commission's web pages; <br /> 8) Be attentive to details but also be able to avoid becoming entangled in un-related matters; <br /> 9) Be proficient with relevant State and federal laws and regulations; <br /> 10)Be able to implement Commission decisions and directions into appropriate actions, <br /> exercising independent judgment where required, but always within guidelines set by the <br /> Commission. <br /> 11) Be prepared to work on a flexible, as needed, schedule estimated to be between 15 and 30 <br /> hours per week, including attendance at all Sewer Commission meetings. <br /> 12)Any applicant shall submit a detailed record of previous employment, education and <br /> residence information for a minimum of 10 years in addition to appropriate personal <br /> recommendations: <br />
