:w
recommendations focus on targeting wastewater flows and loads in order to meet the TM Ls,
however, each individual town will reale their own determination as to how to address the
TMDLs, Mr.Fudala noted that the process to develop a memorandum of understanding with the
three surrounding towns has begun, in an effort to address each town's share ofthe target. Mr.
Gregg added that GHD would be estimating costs for the watersheds, rather than individual
towns, and would focus on eating the flows and remotes as it would impact Mashpee and
the planning process.
Based on the unified database, the existing average.flows by town in gallons per day(gpd) are as
follows:
ponesset day
Sand ich. 1951000
Barnstable 1207900
Mashpee 7401)000
East wauoit Bay
Sandwich 1351000
Falmouth 65,Poo
Mashpee 29530000
Outside Mashpee 190;(
133301900
f
Regarding the various approaches,Mr. Gregg indicated that there were two opti ns, which could
be impacted by a regional approach and/or whether or not New Seabury would be involved.
Option#1 would include the flows of pests of Banutable and Falmouth being treated and
discharged within Mashpee. Existing treatment plaints, new treatment plants and expansion of
existing treatment plants would have a goal of ultimately meeting 3 nig. per liter. willowbend
and New Seabury,.or other facilities, would be expanded and new facilities such as 1 shumet
Road, Site 41, the Back Road properties and the Keeter property would be added. Chairman
Fudala expressed concern about the expansion possibilities at New Seabury and Willowb-end and
Mr. Gregg recommended loop at the big picture, suggesting that facilities may be beyond
their design-life and could be retrofitted in the future. Regarding dischtrge locations, Mr. Gregg
referenced Site 41, Back Road Properties, the High School,.New Seabury, Willowbend and
suggested the possibility of relocating the flows of Southport and Mashpee Commons if
necessary and the possible deed to use Keeter and the RockLanding site. Existing facilities
dealing with their own flows, such as-SouthCape Village, Cotuit Meadows, wampanoag Village,
Windchime Point and Stratford Ponds, would be included.
Mr. Gregg referenced his neap targeting wastewater volumes and nitrogen levels and emphasized
the need to ensure the removal of enough wastewater to meet the TMDL. Areas in Sandwich
would need to be Picked up under future loads.and represent a sig wi c .nt amount of flog in the
area with high attenuation. Mr. Gregg referenced the Willowbend golf course sites as purple and
that the yellow areas would discharge at Site.4. on the west side of town, arm around Johns
i Pond and the high school, possibly along with Southport, would be discharged to the Back Road
sites. Flows in the center part of town, along with a stretch in Falmouth, would be discharged at
Site 7 and may involve treatment at the Keeter or with expansion at Mashpee
2-
