M <br /> Budget <br /> Chairman Fudala referenced the memo sent to the Board of Selectmen and Town Manager <br /> requesting a meeting which had received no response. <br /> Discussion Items <br /> -Status of water Sevier District-Chairman Fudala announced that water District operations <br /> Manager Andy Marks and Chairman Ronald Ganges were present at the meeting. There had <br /> been no change to the status of the merger. <br /> -Status of Toni O'HaraCommission vacancy& Ed Baker CAC vacancy from Precinct - <br /> It was noted that no response was received from the Board of Selectmen. <br /> -Commissioner Lyons Term-Chairman Fudala noted that Mr.Lyons' term would be expiring -at- <br /> the <br /> tthe end of the month and that he would need to seek reappointment. <br /> -Commissioner Marcell ILChairman Fudala reported that he was in receipt of notice from <br /> Marcelli that he would not be seeking reappointment for health reasons. Additionally, <br /> Commissioners were in receipt of copies of Mr. Marelli's letter regarding the use of on-site <br /> systems, which included information about a community in Maryland'using the orenco Advan <br /> Tex System. The Chair noted that NIEEP had run a model placing all Domes in the Popponesset <br /> watershed on 19 ring. per liter nitrogen on-site.systems along with using existing plants, which <br /> resulted in higher levels of nitrogen in the bays at build-out conditions. There was also reference <br /> to Nitrex systems in the letter, which brought the nitrogen level to 3. The Chair questioned-the <br /> cost of adding those systems to every home and the meas to require that each home install the <br /> system.. Mr. Klenert re onunended contacting Town Counsel to inquire about the legalities of <br /> enforcement. The Chair stated that efforts to establish management districts for on--site systems <br /> were pursued during the 1990s but that it was unsuccessfiA. Mr. Gurnee inquired about <br /> management of the system and Chairman Fudala responded that forced stallation would be <br /> needed rather than management. The Chair expressed gratitude for Mr. Marcelli's service to the <br /> Commission noting that he would be missed- <br /> The Chair suggested that an additional memo be sent to the BOS to fill the Precinct 3 vacancy. <br /> Mr. Malarkey referenced theAt-Large Commissioners, who were Mr, Klenert'and Mr. Gurnee. <br /> Mr. Malarkey noted that a previous candidate,.well versed in financing, had been turned down by <br /> the BS because the Precinct he represented was already filled. Chairman Fudala stated that <br /> Town Meeting approved the Precinct form, voting in a membership that would consist of the <br /> Precincts and 2 At-Large representatives. The current vacancies were in Precincts 2 and 3. Mr. <br /> Malarkey expressed frustration that qualified people were being turned down because of their <br /> Precincts. The Chair suggested the possibility of filing article-for the October Town Meeting <br /> that would eliminate the r ui*rement that members be from particular Precincts. IN4r. Klenert <br /> stated-that Peter white suggested at Town Meeting that each Precinct have representation on the <br /> Sewer Commission and that the BOS appointAt-Urge members. Mr. Klenert recommended <br /> filing an Article. <br /> Mr. Malarkey made a motion that the Sewer Commission submit a Town Meeting Article <br /> to eliminate the requires ent that the seven members of the Commission be representative <br /> of any particular Precinct, fir.I0enert seconded the motion.
