Chairman Fudala,will draft an article with an explanation that it causes difficulty to fill the <br /> vacancies. The Chair wi11 also follow Grp with Mr.Lyons regarding his membership. <br /> Intermunicipal Issues <br /> Chairman Fudala, Selectman Richardson and mike Domenica met with the Barnstable <br /> Community Advisory Committee who were receptive to the idea of a shared responsibility of the <br /> TNOL in Popponesset. Mr. Domenica was working on a drab inter-municipal agreement. The <br /> Chair will be meeting with dike Giggey of Wright-Pierce,to discuss-Sandwich's planning and <br /> intent and the fair share approach, along with Mike I omenica,Nate Weeks of GID and Dale <br /> Saad of Barnstable. <br /> Falmouth]Issues <br /> Chairman Fudala read the update provided by Jerry Potamis by email. It was noted that <br /> Falmouth would be proceeding with a limited scope ofwork to further develop their CWMP. <br /> The debt exclusion passed, so funding would be available for the first phase of their wastewater <br /> facilities and demonstration projects, such as the P B, ane diverting toilets and oyster culture. <br /> The Chair added that a revised nutrient management bylaw had been drafted that would limit <br /> de elopment and maintain the town as nitrogen neutral in order to allow access to the state's zero <br /> percent financing. <br /> Chairman Fudala 'Inquired about whether other towns had pursued nitrogen neutral bylaws. Mr. <br /> Weeks stated that Chatham approved a revised bylaw at Town Meeting. Mr. Weeks added that it <br /> was determined early in Chatham's process that the CWW needed to be growth neutral in order <br /> to move.forward in the planning. <br /> New Developments lsting Developments Requiring Wastewater Treatment Planta <br /> -Stratford Ponds-Shelly Gilbert provided an emailed update on the improvements to the <br /> Stratford Ponds plant. <br /> -Wampanoag village 40B Project-The Chair noted that the project and the discharge were hotly <br /> located in the Mbshpee River watershed and that the project was proceeding through UEFA <br /> filings and-the DER The Chair inquired about the possibility of relocating the discharge. Mr. <br /> Greggnoted that the project-was located the upper 1a.shpee watershed which would not be as <br /> had as the lover watershed area. <br /> -Cotuit Meadows 0B-It was noted that the plant may be completed. <br /> -Potential 40B-No neve information <br /> Potential USGS Solute Transport Modeling <br /> Discussed previously <br /> OTHERITEMS <br /> Water District-Cha=' an Fudala reintroduced Chairman Gangemi and Mr. Marks from the <br /> Water District. Chairman Gangemi inquired about whether or not New Seabury had expressed <br /> interest in working with-Nashpee and the Chair responded that New Seabury warted to know <br /> what it was worth to Mashpee. The Chair stated that the scenarios would be useful in <br /> determining the worth of utilizing New Seabury as well as the costs of abandoning and <br /> relocating the Rock Landing wells in comparison to additional sewering costs.
