I may not make your meeting. Below is a brief status report. <br /> We are proceeding with a limited scope for work to further develop Draft CWMP based upon <br /> recommendations of previous review committee and accepted by selectmen The Selectmen <br /> need to establish to review committee charter and select members.The plan is to have new <br /> committee in place to review revised Draft before submitting to selectmen.All future <br /> demonstration project funding is subject to issuance of a Bond which should take place in the <br /> fall. <br /> A revised Nutrient Management Bylaw has been drafted and preliminary reviews by Planning Bd <br /> and ZBA have been positive. It has yet to be discussed with Board of Health.The revised bylaw <br /> builds on previous concept but focuses on land use,zoning and wastewater regulations vs <br /> bedrooms. A important feature is definition of wastewater flow that focuses on title 5, <br /> metered flow or other method acceptable to the State wastewater.The basis is that sewer <br /> hookups are limited by planned wastewater capacity within sewer service area and title 5 <br /> approvals are based upon our local by law of 12mg/I or stricter. it also simplifies <br /> implementation of the bylaw. Implicit in the definition is compliance with other town <br /> requirements regardless of flow availability. In New Silver Beach a residential house was denied <br /> a permit and the denial upheld although a wastewater pipe was available for potential <br /> connection <br /> See proposed definition of wastewater flow <br /> Determination of Wastewater Flow Waste wwater flow to the public sewer shall be <br /> determined in accordance with either: 1)the provisions set forth in 310 CMR 15.203:System <br /> Sewage Flow Design Criteria or; 2)water meter data provided by the Department of Public <br /> Works or; 3) any other,method acceptable to the Department of Environmental Protection.Any <br /> structure, in existence on *****, regardless of its flow may maintain that flow.
