The Chair suggested the need to have <br /> .consultant review the proposal from the project proponent regarding open space and to evaluate the different <br /> possibilities of lana to be set aside as open space in respect to environmental quality and wildlife and habitat. <br /> The Chair further noted that the Board had been m disagreement regarding the proposed land being set aside <br /> and would life a consultant available to advise the Board about the environmental quality of each parcel being <br /> considered by the Board. The Chair recommended that the first sentence read"The consultant may be expected <br /> to evaluate the existing wildlife populations and habitat quality as well as its relationship to adjacent protected <br /> openspace/protected habitat areas)of potential off-site parcels . . ." <br /> Regarding the section titled Performance, the Chair noted that the proposal requirements can not be bid out until <br /> the application has been submitted. The Chair stated that an RFQ can be developed noir or an RFP can be sent <br /> out when the application is submitted. Mr. Rowley suggested that the RFQ would be the best option because, <br /> once the Comrrfission has completed its initis[ review of the appli .a ions the Board could then request rate <br /> information from the consultants. Mr. Storrs umunadzed that the consultants will be pre-qualified and if the <br /> consultant is needed for a specific scope,they would then be selected. 11r1r_ Fudala emphasized that a request for <br /> rates must be included. <br /> Chairman â–ºvaygan questioned whether the Cape Cod Commission would be extending Mr. Storrs' deadline. <br /> Mr. Storrs responded that he has made the request but has not yet heard back. lir. Storrs has requested a one <br /> year extension but hopes to subunit the application sooner rather than later, possibly within the next 6 months. <br /> Mr. Balza6ni questioned when the public would be invited to attend and it was stated that all of the meetings <br /> were public and that they are welcome to attend. The public hearing, where public can contribute, will occur <br /> after the llashpee Commons submits the application. <br /> BOARD MMS <br /> Chairman's Report- <br /> Reports <br /> Selectmen.Liaison-Selectman Richardson announced that the Affordable Dousing Committee has been <br /> in receipt of the list of available parcels to be used for affordable housing and reviewed the recent RFP <br /> for three properties, which is typically pursued by Habitat for Humanity. The Affordable Dousing <br /> Committee voted to support-the Russell Street property. Selectman Richardson reported that the Fire <br /> Department will be going through an outside,review and the BOS attended an art contest at the Boys and <br /> Girls Club. Regarding recycling, Selectman Richardson stated that an RFP will go out for curbside pick <br /> up. Board members discussed use of clear trash bags in an effort to increase recycling and reduce trash_ <br /> Selectman Richardson stated that a joint rng among the BOS, the Finance Committee and the <br /> School Committee would take place on January 18". De man Richardson announced that <br /> wiIlo bend has donated-space to house the h4ashpee Food Panty, located behind Dotelho's, in a 600 <br /> foot square heated space. <br /> nvimn ment l oversight Committee-Mr. Petersen reported that two major points were discussed at <br /> the December meeting. A bylaw limiting the use of phosphorus containing fertllim has been subrMAte <br /> for consideration and while departments agree with the bylaw, they will not support the bylaw due to <br /> enforcement issues. lir. Petersen al-so reported that the Shellfish Constable has researched the use of <br /> quahogs to naturafly reduce nitrogen levels in Waquoit Bay and determined the cost to be,$75,000. The <br /> Shellfish Constable-figured that over the next couple of years,, the pop ion would increase enough so <br /> that the natural filtering would reduce the nitrogen to meet the TMDLs and also provide an economic <br /> basis by providing a business enterpriw for shell fishermen- Funds have not yet been identified for the <br /> program. IN4r. Fudala stated that the program could not substitute a need for sewering. <br /> Design Review Committee-Mr. Kooharian reported that two signs were approved to include Dog's <br /> Fye View to be placed over two of the windows and Classic First, discussed earlier in the evening. lir. <br /> 8 <br />
