MASHPEE ZONING BOARD OF APPEALS <br /> DECISION FOR A SPECIAL PERMIT <br /> Petitioner, Cape Cod Dog Center, Inc. <br /> (owner of record: Evergreen Energy LLQ <br /> 588 Main Street (31 Evergreen Circle) <br /> Iashpee, MA 02649 <br /> SP-2018-54 <br /> The lot is a conforming lot and consists of 45,000 plus sq. ft. and Zoo ft. of frontage <br /> along the newly created Evergreen Circle. The particular building that is proposed for the <br /> site is nothing like any other buildings that the Board has seen for any industrial zoned <br /> areas. It is a departure from the typical Morton boxlike buildings, and is a real asset to the <br /> industrial zoned area. The building that you see is proposed to be 6,370 plus sq. ft. There <br /> are 18 parking spaces to the rear, and also some parking spaces in the front. The facility <br /> itself will be constructed in two phases, and when complete there will be 80 dogs housed <br /> in the facility overnight; 28 of those dogs could be in suites, 52 dogs will be crated, and <br /> they can provide daycare services including the dogs that are maintained overnight for up <br /> to 10 dogs. <br /> Attorney Kirrane said that the proposed use of the kennel and boarding facility is <br /> an allowed use upon grant of special permit relief under Section 174-24 C2 in. the 1-1 <br /> Zoning District. Attorney Iirrane mentioned that Scott Learned can address some of <br /> treasures that have been taken to reduce if not eliminate any impacts of a facility of this <br /> nature that would have on neighboring properties; including acoustical measures that are <br /> taken on the inside of the building, the location play areas, and the fencing around the <br /> facility,.It will also show where the am'mals are Dept on site and provides security measures <br /> to beep them from escaping. <br /> The prof ect was approved and recommended by Site plan Review and Design <br /> Review. There is one element that was mentioned at plan Review regarding the location of <br /> the parking in front of the building. There is a provision in the bylaw that suggests that <br /> parking should be on the side of the building or to the rear of building. The bylaw 174-37 <br /> affords the Board the discretion to deviate from that requirement if the Board determines <br /> that it is an esthetic improvement over the result of parking to the side and rear of the <br /> property.Attorney Kirrane said that the parking in front of this particular building improves <br /> the project esthetically and public safety issues. <br /> Mr. Scott Leamed, Design Learned is a licensed Mechanical and Electrical <br /> Professional Engineer in Massachusetts, and he is also licensed in 46 other States. His <br /> company does interior design, mechanical/electrical plumbing, and fire protection <br /> engineering specifically for dog fennels, arthral shelters, and veterinary hospitals all over <br /> the United States. It's a very unique building type it has a lot of specific aspects for animal <br /> safety as well as noise.odor, and removal of waste. This particular building will be a state- <br /> of-the-art in terms of noise control, waste removal, and cleaning systems. There's a lot of <br /> materials in the industry that are very specific to the care and treatment of animals. From a <br /> noise control prospective,the building is designed to have a high sound transmission class, <br /> and all the materials for both the exterior and the interior on the individual dog rooms, <br /> ceilings, floors and the doors. <br /> 2 <br />
