Motion: Mr. Sweet moved to Close and Issue and recognize the Commissioners not
only are addressing the project before us and but also addressing the previously
unapproved plantings in the waterside of this property and the Arborvitaes
plantings on the coastal bank and the driveway, all new plantings along with the
procedure to mitigate the erosion of the bank, seconded by Mr. Dalton. Vote 3-1
with Mr. McKay voting in the negative.
6:16 Francis J. Fee, III, Barbara M. Fee, 11 Deans Hollow Road. Proposed landscape
modifications. RDA
Resource Area: Land Under Ocean, Coastal Dune, LSCSF, VZone
Karla Linhares, Linhares & Son Landscape, was present to represent the applicants. She
explained the owner's proposal is to plant seagrass on the beach area directly behind the
homeowner's home and to remove the Rosa Ragosa. She noted over the years the sea
grass is becoming less and less and the homeowners want to replace it.
The Agent noted the area in photos and where they were looking to fill in with the beach
grass. He said if the homeowners wished to remove the Rosa Rogasa and fill in with
beach grass he concurred. The Commissioners requested the removal of the Rosa
Rogasa be included in the narrative.
No comment from the public
Motion: Mr. Sweet moved a Negative Determination with the condition they submit a
revised narrative to include the removal of the Rosa Rogosa. Vote unanimous 4-0
Discussion: Coastline Drive bank stabilization issues
The Agent updated the Commissioners on Coastline Drive stabilization project. He noted
BSC submits bi-annual monitoring and the property owners are required to maintain the
area (remove accumulated rocks between the piles) The last reports he received showed
a significant amount of medium to large rocks behind the pile array. The issue is how
much of the sand is getting through this area of the pile array with all the rocks present.
New Seabury properties will be coming in to give a report to the Commissioners.
The Agent spoke about 30 Popponesset Island Road. He said there is a storm drain in the
shoulder of the road and a pipe comes out into the creek. There was a significant amount
of silt and sand that smothered an area of salt marsh likely killing it off. He is trying to find
out who is responsible for that part of the road because he cannot take any enforcement
action until he knows who owns this part of the road.
Introduction:
Americorps Individual Placement - Makayla Stepp-Davis, the Conservation and Natural
Resource Department Americorps Individual Placement Member for the 2018-2019
Service Year. Makayla is a graduate from the University of Mary Washington with a major
in Environmental Geology and a minor in Environmental Sustainability. Her major focus
