MASHPEE ENVIRONMENTAL OVERSIGHT COMMITTEE <br /> MEETING MINUTES <br /> SEPTEMBER 12, 2018 - 6:30 P.M. <br /> MASHPEE TOWN HALL <br /> Present: Michael Talbot, Rick York, Ashley Fisher, Katelyn Cadoret, Joe Cummings <br /> Absent: Tom Hoppensteadt, Andrew Gottlieb <br /> CALL TO ORDER <br /> Chair Michael Talbot opened the meeting at 6:35 p.m. <br /> APPROVAL OF MEETING MINUTES: <br /> August 8, 2018 <br /> Motion: Dale McKay moved to approve the August 8, 2018 minutes. Seconded by <br /> Ashley Fisher. Vote unanimous 5-0 <br /> COMMUNICATIONS & CORRESPONDENCE: <br /> NEW BUSINESS <br /> Planning Board's Mixed-Use Planned Development Zoning Bylaw for the October Town <br /> Warrant to limit impact of the Proposed Mashpee Common's Expansion: Update <br /> Mary Waygan, Chair of the Mashpee Planning Board, distributed maps of the Mashpee <br /> Commons proposed expansion. They are not going forward at this time for approval at town <br /> meeting. The Planning Board has sent them a list of 25 items ranging from what is the map <br /> and lot to an environmental impact statement along with their plans to protect the Mashpee <br /> River, Quashnet River and Waquoit Bay. She stated September 27 is the public hearing at <br /> 7:00 p.m, which might be continued to the first Wednesday in October to review all the zoning <br /> articles in town meeting. The Board of Selectmen voted to pull the mixed-use article from the <br /> Planning Board and voted to not recommend the petitioned article. Joe Cummings suggested <br /> to continue on with the article in order to get the feeling from the town. The members reviewed <br /> and discussed the maps and noted they didn't indicate the names of the roads or the rotary. <br /> Mary Waygan also distributed different scenarios of the proposed Mashpee Commons project. <br /> She said right now they can build 22 detached homes with the land they have unless they do a <br /> Chapter 40B or use the open space bylaw. The mixed-use plan development gives them more <br /> bedrooms. There was a discussion on the nitrogen loading and the impact of the increased <br /> flow to their treatment facility. Mary Waygan stated EOC should bring up the points that the <br /> Town needs to protect the Mashpee River and educate the Planning Board on what they need <br /> to be concerned about.
