MASHPEE ENVIRONMENTAL OVERSIGHT COMMITTEE <br /> MEETING MINUTES <br /> DECEMBER 12, 2018 -6:30 P.M. <br /> MASHPEE TOWN HALL <br /> Present: Michael Talbot, Rick York, Ashley Fisher, Katelyn Cadoret, Dale McKay, Tom <br /> Hoppensteadt, Joe Cummings, Andrew Gottlieb <br /> Absent: <br /> CALL.TO ORDER <br /> Chair Michael Talbot opened the meeting at 6:30 p.m. <br /> No Public <br /> APPROVAL OF MEETING MINUTES: <br /> November 14, 2018 <br /> Motion: Joe Cummings moved to approve the November 14, 2018 minutes, seconded by Dale <br /> McKay, Vote 6-0-3 with Tom Hoppensteadt, Andrew Gottlieb, Ashley Fisher abstaining <br /> Ashley Fisher left the meeting to attend the Zoning Board of Appeals meeting. <br /> COMMUNICATIONS & CORRESPONDENCE: <br /> NEW BUSINESS <br /> Bylaws for Plastic Straw and Polystyrene Bans for Mashpee: Review of and Decision on the two <br /> proposed Bylaws. <br /> The Chair distributed the bylaws as amended at the last meeting. Upon review, a suggestion to remove the <br /> word "petitioned"was made. The Chair stated the bylaws will be sent to the Town Manager and Board of <br /> Selectmen for review and approval and will be included in the town meeting warrant sponsored by EOC. <br /> Motion: Andrew Gottlieb moved the committee approve the bylaws with the one change, seconded <br /> by Joe Cummings. Vote 7.0 <br /> Mass. Municipal Vulnerability Preparedness Program (MVP): Addressing Climate Resilience: Time <br /> to Start the Process in Mashpee. <br /> Rick York stated the Town Planner is spearheading this effort and he has contacted the State. He has,the <br /> procedures and timelines for applying which is not open until next year. One of the requirements is to have <br /> an 8-hour meeting with the public which the State will fund. Katelyn noted there is a website with all of the <br /> templates and they want everyone to follow that format. The Cape Cod Commission also has information on <br /> their website. Rick York noted Sandwich will be at a State Shellfish meeting tomorrow and he will sit down <br /> and talk to them and take a look at their application. Andrew Gottlieb stated his staff at the Cape Cod <br /> Commission has certified trained facilitators. <br /> Discussion of and Support for the CPA Program: Ideas for projects. <br /> The Chair reviewed EOC's Letter Supporting the Community Preservation Act Program in Mashpee. <br /> Andrew Gottlieb stated the town will be doing an evaluation on the CPC and he is in the process of receiving <br /> responses from different departments on what they want. He will compile a report and submit to the Board <br />
