MASHPEE ENVIRONMENTAL OVERSIGHT COMMITTEE <br /> MEETING MINUTES; NOVEMBER 14, 2018 <br /> MASHPEE TOWN HALL <br /> Present: Michael Talbot, Rick York, Katelyn Cadoret, Dale McKay, Joe Cummings <br /> Absent: Ashley Fisher, Tom Hoppensteadt, Andrew Gottlieb <br /> CALL TO ORDER <br /> Chair Michael Talbot opened the meeting at 6:30 p.m. <br /> APPROVAL OF MEETING MINUTES: <br /> October 10, 2018 - Hold <br /> COMMUNICATIONS & CORRESPONDENCE: <br /> NEW BUSINESS <br /> Decide on Whether to Expand the Single Use Plastic Bag Ban Bylaw: Review of and <br /> Decision on Plastic Straw and Polystyrene Bans for Mashpee. <br /> The members reviewed the revisions to the draft bylaw. Article 20, a petitioned Article— <br /> General Bylaw Amendment. Polystyrene Reduction Bylaw. There was a lengthy <br /> discussion on whether on not to include # 3. Human exposure to styrene polygraph. <br /> Motion: Mr. York moved to strike #3 from the bylaw and come back with an alternative <br /> wording or expand on #s 1, 2 and 4. Seconded by Mr. McKay. Vote 3-2 with Michael <br /> Talbot and Katelyn Cadoret voting in the negative. <br /> It was agreed to change the word "coastal" to "aquatic" and to emphasize the amount of plastic <br /> in the ocean. <br /> The members also discussed Article 21, Petitioned Article — General Bylaw Amendment. <br /> Single Use Plastic Straw Ban Bylaw. <br /> The enforcement of the bylaws was discussed and it was agreed that the Board of Health and <br /> the Police would be the enforcement authorities. The members also agreed to review the <br /> bylaws which will be voted on at the next meeting. The final version will go to Town Counsel, <br /> the Town Manager and Board of Selectmen for review and approval prior to town meeting. <br /> Discussion of and Support for the CPA Program: Ideas for projects. <br /> The Chair stated we were asked by CPC if we should keep the CPA Program in Mashpee. <br /> The funds cover Conservation, Recreation, Affordable Housing, and Historical Preservation. <br /> It was noted there has been talk about cancelling the CPA Program and adding a tax for <br /> wastewater. The members agreed there were many great projects that were funded by the <br /> CPA Program. The Chair suggested asking for funds to support the shellfish program. The <br /> members commented that purchasing more land for open space and recreation use was <br /> important. <br /> Motion: Dale McKay moved send a letter of support to Board of Selectmen in support <br /> of the CPA Program. seconded by Katelyn Cadoret. Vote 6-0 <br />
