6. Mashpee Community Television updates, if any <br /> Bill Nay reported there have been some problems with Channel 18. The channel was down for at least a <br /> week,He said the modulator was changed out and that one malfunctioned and it was changed out again. <br /> It was noted it was not a high def modulator and Bill stated maybe during the renewal process this could <br /> be addressed which should be a priority issue. Bill noted the committee would pay for it if that's what it <br /> takes. There was a discussion on how there was no sound at the beginning of town meeting and <br /> Mashpee TV needs to take this seriously to remedy this situation. <br /> Bill Nay stated the Federal Communications Commission is proposing a ruling regarding section 61A1 <br /> of the Communications Commission Act of 1984 amended in 1992. They are considering a policy that <br /> would reduce funding for in kind services with public, educational and governmental licenses. Those <br /> services include pay channels, senior citizens discounts, INet, schools, libraries. FCC is trying to <br /> promote broadband growth. He said the ruling was made in September and we have until tomorrow at <br /> midnight to give any kind of response or comments. He stated he attended the Selectmen's meeting and <br /> encouraged them to write a letter of opposition to the FCC. Bill referred to a letter from Senator <br /> Markey's office co-signed by 10 other senators opposing FCC's proposal. He stated this was reported in <br /> the Mashpee Enterprise.
