E 'k <br /> This report is anticipated to be tied directly to the monitoring efforts and "modeling" plan necessary to <br /> demonstrate compliance with the TMDLs and performance of those efforts implemented to date. Due to <br /> the long-term nature of the implementation, it is anticipated that this document would be prepared and <br /> issued every five years, similar to the MassDEP groundwater discharge permit program. <br /> ES.6.3 Regional Coordination <br /> As discussed previously, planning efforts of the neighboring communities for TMDL compliance and other <br /> water quality (fresh, salt, ground) are expected to have positive impacts on the estuary water quality; as a <br /> result, Towns need to be able to make mid-course adjustments in their implementation related to these <br /> impacts. <br /> ES.7 Implementation Schedule <br /> A preliminary implementation schedule is presented in this report, focusing on five (5) year increments <br /> following the initial short-term period surrounding the completion of the Final CWMP. <br /> Shellfish aquaculture is targeted for early implementation because the Town is actively maintaining and <br /> pursuing expansion of shellfish aquaculture within Popponesset Bay (namely Mashpee River) in <br /> collaboration with the Wampanoag Tribe, MEP, and others. Additional initiatives and grant incentive <br /> programs are being pursued to expand this program; therefore this is the first part of the Recommended <br /> Plan's implementation. The shellfish program will work to fast-track the water quality improvement needed <br /> in the waterbodies as it relates to nitrogen impacts. <br /> At the same time, efforts related to Ownership of several existing wastewater treatment facilities within the <br /> PPA and to the potential opportunity to work with MassDevelopment and Joint Base Cape Cod on a <br /> regional facility are critical ongoing tasks regarding implementation. <br /> The following is a summary of the schedule (as shown in Figure ES-2). <br /> 2015-2016 <br /> • MEPA/DRI approval. <br /> m Possible establishment of Mashpee Water and Sewer District. (Legislation passed April 14, 2014 <br /> —awaiting subsequent action—Spring 2015 Election). <br /> • MOU between the Mashpee Water and Sewer District and the Town of Mashpee (if needed), or <br /> creation/organization of Town departments for implementation and oversight. <br /> • Shellfish Propagation (Current/Existing Program). <br /> WWTF Ownership Discussions <br /> -- Joint Base Cape Cad/M ass Development <br /> — Private Facilities <br /> • New Seabury <br /> • Willowbend <br /> • Mashpee Commons <br /> • Southport <br /> Stratford Ponds <br /> 8612001.4 Town of Mashpee Sewer Commission ES-12 <br /> Final Recommended Plan/Final Environmental Impact Report <br />
