Development of MOUS with <br /> neighboring towns will be necessary to establish a potential phasing strategy based on each town's <br /> specific needs. Towns may address other "neighborhoods" within the watersheds based on each <br /> individual town's planning efforts and approach. Monitoring and modeling efforts at the five-year intervals <br /> will be necessary to establish the extent of nitrogen removal following shellfish aquaculture <br /> implementation. <br /> ES.8 Next Steps <br /> Due to the long duration and complexity of this project as well as the inclusion of a number of different <br /> stakeholders who are critical to the success of achieving the TMDLs, there are several items that will need <br /> to be addressed following the submittal of the plan. This is a function of several different initiatives that are <br /> proceeding concurrently with this project, most notably: <br /> • The ongoing 208 Planning Process going on through Barnstable County and the Cape Cod <br /> Commission. <br /> • Joint Base Cape Cod and Mass Development evaluations of the existing utilities (electrical, water, <br /> sewer, etc.) at the existing base and ownership discussions regarding these utilities. <br /> • Town of Barnstable Nutrient Management Planning efforts Town-wide, as they are related to the <br /> portions of Cotuit within the PPA. <br /> • Town of Falmouth Comprehensive Wastewater Management Planning efforts related to the <br /> "South Coast' embayrnents including Waquoit Bay. <br /> • Town of Sandwich Comprehensive Planning efforts and future development projects being <br /> evaluated. <br /> • Commonwealth of Massachusetts planning efforts related to the use of alternative approaches <br /> and technologies related to nutrient removal (primarily on Cape Cod, Southeastern <br /> Massachusetts, and Buzzards Bay). <br /> With this in mind, there are several key steps/decisions/directions in wastewater and nitrogen <br /> management planning that will help in the completion of the Recommended Plan and its implementation <br /> over the next several decades. <br /> 8612001 A Town of Mashpee sewer Commission ES-17 <br /> Final Recommended Plan/Final Environmental Impact Report <br />
