10 Community Preservation Committee Minutes December 18, 2018 NEW BUSINESS Deliberations on May 2019 Project Proposals: (continued) AHT - Transfer of Funds to Affordable Housing Trust: $300,000: (continued) Motion made by Mr. Hyde to approve and recommend to the May 2019 Special Town Meeting, the Transfer of Funds to the Affordable Housing Trust for Affordable Housing purposes with the condition the Affordable Housing Trust provide documented proof of the recorded Declaration of Trust, book& page recorded with the Barnstable County Registry of Deeds and the Barnstable County Registry District of Land Court. Motion seconded by Mr. Halpern. VOTE: Unanimous. 8-0. Rall Call Vote: Mr. Gottlieb,yes Mrs. Thayer,yes Mr. Hyde,yes Mr. Halpern,yes Ms. Waygan,yes Mr. Pizzo,yes Mr. Harsch,yes Mr. Smith,yes Opposed, none Housing Assistance Program H: $330,000 3 years CPC Member Mary Waygan recused herself from discussions regarding the Housing Assistance Program II project. It was suggested the CPC move forward the this project for an additional three years subject to the execution of a Memorandum of Understanding between the Board of Selectmen and Mashpee Housing Authority, and remaining with the limitation of expenditures to $110,000 per year or$27,500 per quarter. Motion made by Mr. Halpern to approve and recommend to the May 2019 Special Town Meeting, the Housing Assistance Program 1I in the amount of$330,000 for Affordable Housing purposes limiting the appropriation to $110,000 per year, $27,500 per quarter and subject to a Memorandum of Understanding between the Board of Selectmen and Mashpee Housing Authority. Motion seconded by Mr. Harsch. VOTE: Unanimous. 7-0-1.
