i_ <br /> Mashpee ee A `ordable Housing Committee <br /> Meeting Minutes <br /> February 7, 2017 at 6:30 lam <br /> Mashpee Town Hall <br /> Present: Chairman Walter Abbott, Berkeley Johnson, Allan Isbitz, Bruce Willard <br /> .Also; Wayne Taylor..... .Assistant Town Manager <br /> Absent* Marie Stone <br /> CALL To ORDER <br /> Chairman Abbott opened the meeting at 6:30 p.m. with a quorum and the roll was called. <br /> APPROVAL of MINUTES- December 6, 2016 <br /> Mr. Johnson made a motion to approve the minutes. Mr. ''Villard seconded the motion* All voted <br /> unanimously. <br /> OLD BUSINESS <br /> CPC/AHT Funding Request for 950 Falmouth load Feasibility Study-Mr. Taylor confirmed that he <br /> had been in contact with Horsley Witten regarding a proposal to complete the study. Mr. Taylor has not yet <br /> been in receipt of the proposal, It was believed that the study should be completed within a cost range of <br /> 1,000. lam-. Taylor indicated that the proposal would include suggested options for affordable housing at the <br /> site, including a foot print layout. Mr, Taylor will follow up with Horsley Witten, <br /> Discussion of warrant Article for May Town Meeting to 'Transfer 209 old Barnstable/950 <br /> FalmouthRoad- Mr. Taylor reported that Town Meeting Articles had been drafted with two separate parcels, <br /> to be.transferred to the Affordable Housing Trust. The Board of Selectmen will review the warrant Articles <br /> before approving for May Town Meeting. <br /> Affordable Housing Trust-Mr. Taylor indicated that there will be another meeting as soon as he is able <br /> to acquire the final cost of the Horsley Witten proposal in order to request the fundis from the Cape Cod <br /> Commission. It was noted that three quotes would be needed. Chairman Abbott inquired whether CPC funds <br /> would be moved to the Trust. Mr. Taylor responded that a warrant Article to request the transfer of funds could <br /> be drafted for the October Town Meeting. Mr. Isbitz inquired about the amount of CPC funds available for <br /> affordable housing and Mr. Taylor responded that he was unsure because some Rinds had been awarded to the <br /> Mashpee Housing Authority and Habitat for Humanity. The Chair believed that he had the dollar amount in his <br /> files. Mr. Taylor noted that in a future Trustmeeting, a decision should be made to determine whether the 10% <br /> CPA funds allotted to affordable housing should be transferred to the Trust annually, Mr, Taylor indicated that <br /> the Board of Selectmen had considered doing so previously, but that the CPC did not support it. Mr. Isbitz <br /> stated that the Trust would be responsible for establishing the plan for affordable housing in Mashpee, including <br /> the identification of priorities, and having the funds allocated to the Trust would allow them to fund priorities. <br /> Action Following the Land Transfer-The Chair inquired about the nest course of action once the land <br /> is transferred to the Board of Selectmen. There was consensus that there seemed to be limited support for 209 <br /> Old Barnstable at this time and that 950 Falmouth offered the best option to move forward, Mt-, Isbitz <br /> recommended working with Quashnet neighbors to allow them to articulate their concerns and questions in <br /> order to discuss there openly and address questions and concerns. Mr. Taylor suggested that .concerns regarding <br /> 209 Old Barnstable first be discussed at the Affordable Housing Trust meeting. There was consensus to openly <br /> discuss neighbors' concerns, <br /> Mashpee Commons Apart xnents- ommittee members enjoyed a nice tour of the new apartments at <br /> Mashpee Commons and were impressed with the exteriors of the building.
