Mashpee Affordable Housing Committee <br /> Meeting Minutes <br /> April 4, 2017 at 6:30 lam <br /> Mashpee Town Hall <br /> Present: Chairman Walter Abbott Berkeley Johnson, Allan Isbitz, Bruce Willard <br /> Also: Wayne Taylor Assistant Town Manager <br /> Absent: Marie Stone, <br /> CALL To ORDER <br /> Chairman Abbott opened the meeting at 6:34 p.m. with a quorum and the roll was called. <br /> APPROVAL of MINUTES-March 7, 201' <br /> Mi. Willard made a motion to approve the minutes.'Mr. Isbitz seconded the motion, All voted <br /> unanimously. <br /> OLD BUSIENESS <br /> 950 Falmouth Road Feasibility Study-The Chair announced that he participated in a conference call <br /> with Horsley Witten, along with 11r. Taylor and Mr. Isbitz, to discuss the feasibility study. There was <br /> discussion regarding the addition of a timeline, which would be added. The Chair referenced the importance of <br /> the two parcels being transferred to the Affordable Housing Trust to confirm that it could be used for affordable <br /> housing. The Warrant Article will be voted on at Town Meeting on May 1. There was reference to the <br /> Wampanoag Tribe and Chairman Abbott indicated that they previously indicated that they would not fight use <br /> of land for affordable housing. It was anticipated that Horsley Witten would begin the study during the second <br /> week of May, with a completion timeframe of approximately two to three months. There would be meetings <br /> during the study process and there was discussion regarding the potential of box turtles at the site, as well as the <br /> potential for a land swap. There was also discussion about a p <br /> mitigation lace holder for the October Town <br /> � <br /> Meeting in case the feasibility study was not completed in time. Mr, Isbitz and lam-. Ta for noted that Horsley <br /> Witten was flexible regarding tirnelines and contingencies. The Chair indicated that once there wasgreater <br /> clarity regarding a proposal, the public would be notified ofplans.otential lam-. Taylor stated that the revised <br /> � <br /> proposal would be forwarded to the Board of Selectmen for their consideration and approval, possibly onp ril <br /> 4. The cost of the study was expected to be in the $20,0004301,000 range. Funds would then be requested <br /> from the Cape Cod Commission. <br /> Discussion of Warrant Article for May Town Meeting to Transfer 209 old Barnstable/950 <br /> Falmouth Road-Mr. Taylor confirmed that there were two separate articles on the Warrant to allow the transfer <br /> of the parcels to the Affordable Housing Trust. <br /> Affordable Housing Trust-There was no article to place CPA affordable housing funds with.the Trust <br /> but Mr. Taylor thought it would be a possibilityfor the May 20l Town Meeting since proposals to the CIBC for <br /> � p p <br /> October had been due April 1. Chairman Abbott inquired about an accounting of the CPA finds for affordable <br /> housing. Mr. Isbitz pointed out that typically Trusts were the vehicle to obtain funds to develop affordable <br /> housing, referencing the five BOS and four additional members. Mr. Taylor suggested the possibility of calling <br /> a meeting of the Trust once the proposal was approved. Mr. Isbitz stated that three of four members would be <br /> unaware of the current process and Mr. Taylor suggested calling a meeting of the Trust prior to requesting funds <br /> from the Cape Cod Commission. The Chair suggested that Mr. Isbitz, during the meeting, recommend <br /> redefining the membership of the Trust. There was discussion regarding the typical membership of Affordable <br /> Housing Trusts. Mr. Isbitz pointed out that they typically had a representation of both public and private <br /> leadership in the municipality, to develop a consensus in the Town regarding affordable housing. Mr. Johnson <br /> added that most Trusts had only one or two Selectmen sitting on the Trust. <br />
