NEW BUSINESS <br /> New Properties for Habitat for Humanity-1r. Johnson reported that he looped at two <br /> parcels, 10 Cedar Street and 24 Cedar Street. Both parcels were lovely flat lots, but not appropriate for <br /> affordable housing due to lack of public transportation and its location in the Willowbend subdivision. <br /> Habitat previously stated that they would not pursue affordable housing sites in willowbend. Mr. <br /> Johnson suggested that the two lots be transferred to the Affordable .lousing Trust, with a restriction <br /> that the proceeds from the sale of the lots be devoted to building affordable housing. It was suggested <br /> that two members of the Committee meet with Mr. Taylor.;and Mr. Fudala to seep support from Town <br /> Hall for,the idea to transfer the parcels to the Affordable Housing Trust. Ms. Waygan suggested the <br /> possibility that the land would be too small to build on each lot and Mr. Johnson responded that the <br /> lots were abutting and could possibly be joined. Mr. Willard had been looping for 42 Meetinghouse <br /> 'Oad but will consult with the Assessor's Office for more detailed information. Mr. Willard will also <br /> be looking at a one acre lot at 41 Forest Street. hair-pan Isbitz stated that he found one Gina way . <br /> with the help of the Assessor's office, also located off of Quinaquissett.- The Chair also visited 56 Bog <br /> River, less than an acre and well removed from the Town and a possible candidate for sale.. Mr. <br /> .Abbott reviewed one Payamps Road, near Johns pond, but the site was inaccessible and he <br /> recommended eliminating it from consideration, Additionally, Mr. Abbott reviewed 29 Yardarm <br /> featuring a one acre flat lot with great access and potentially a.good fit for Habitat. hart Abbott rioted <br /> that a group home wad located at the start of Yardarm. <br /> Mashpee Commons Chapter 40B Project-The Chair confirmed that there would be a <br /> Mashpee Commons presentation at the Planning Board meeting tomorrow night at 7:00 p.m. <br /> Additionally, the Chair and Mr. Abbott would be meeting with-Buff Chase tomorrow. Mr. Abbott <br /> stated-that Mashpee Commons intended to end their Chapter 40B project, and plans to propose <br /> something else to provide Mashpce with affordable housing credits. Ms. Waygan confirmed that <br /> Mashpee Commons was the second item on the agenda. Ms, Waygan reported that Mashpee <br /> Commons planned to present concepts suggested by the Cape Cod Commission. Ms. Waygan stated <br /> that any III projects would require 10% affordable, although Mashpee did not yet have inclusionary <br /> zoning. Chairman Isbitz talked with Mr, Fudala, who was concerned about dropping the Chapter 40B <br /> project while increasing-the total number of units over 400, with a passible reduction in affordable <br /> housing units <br /> Ms. Waygan stated that if Mashpee Commons produced more than 30 units, the project would be a <br /> Development of Regional Impact underthe Cape Cod ommisslon, requiring 10% to be set aside for <br /> affordable housing. T1s. Waygan added that density was set by Mashpee's Zoning Bylaw, unless they <br /> used Chapter 40B. It was anticipated that Mashpee Commons would request a Zoning Bylaw that <br /> would allow increased density. Ms. Waygan advised thinking as a community and if allowing for <br /> increased density, what Mashpee would receive in return, sueh as affordable housing, open space or <br /> wastewater treatment. Mr. Abbott painted out that 10% would reduce affordable units from 96 to 40. <br /> The'Chair shared Mr. Fudala's concern that such a reduction would not move Mashpee closer to its <br /> goal, particularly as it continued to add more units to its base, Ms, Waygan recommended local <br /> codification with inclusionary zoning,-such as every 10+1 units or 5+1 units resulted in I affordable <br /> unit. -The incentive was that, as market rates were being built, affordable units were also being <br /> produced. Ms. Waygan will provide examples to the Committee. <br /> 4 <br />
