Mashpee Affordableousmng Committee <br /> Meeting Minutes <br /> December 5,2017 at 6:30 pry. <br /> Mashpee Town Hall <br /> Present: Chairman Allan Isbitz,Walter Abbott, Bruce Willard <br /> Also Present* Wayne Taylor, Torn O'Hara, Laura Shufelt <br /> Absent: Berkeley Johnson, Marie Stone <br /> CALL To ORDER <br /> Chairman Isbitz opened the meeting at 6,30 p.m. with a quorum and the roll was called. - <br /> APPROVAL of MINUTES November 7,.2017 <br /> Minutes could not be approved as there was not a quorum of attending members from the November 7 <br /> meeting. <br /> OLD BUSINESS <br /> Main Street Village,37 Center Street- Ir. Taylor reported that the attorneys were awaiting a <br /> date for the oral arguments. Another similar case had recently been heard,with a mal ruling that sales <br /> restrictions could not be removed. <br /> Letters of Support-The Chair reported that Town Counsel confirmed the Affordable Housing <br /> Committee was allowed to release support letters for developers appearing before theCommittee* Any <br /> correspondence from the Committee should be copied to the Board of Selectmen and no representation <br /> could be made that the Committee was speaking on behalf of the BOS. The Chair sent out the <br /> previously approved letters to habitat for Humanity and Charles Tuttle. <br /> 950 Falmouth Road Feasibility Study,Progress Report-Mr. Taylor reported that he had <br /> been in contact with urian uchar, and the final draft report was not yet complete. It was anticipated <br /> that the draft would be ready prior to hrostma,�,and forwarded,to allow comments from the members <br /> of the Committee. The final report would then be presented to this committee and to the Affordable <br /> HousingTrust in January. The dela had been a result of the wetlands act-and a stream that contained <br /> � y <br /> no water,which required further documentation. Contingency funds would be utilized to pay for the <br /> extra work. Additionally, Mir. Kuchar had met with both Conservation and planning who saw no <br /> issues with the project movIng <br /> ' forward. Updates were made to Concepts and ,with the suggested <br /> range of 30-50 wits of nous" Mr. Taylor confirmed that buildings were re-located off of the <br /> property line to improve the buffer with adjacent properties. <br /> Mr. Abbott reported that he had been in contact with Community Builders who indicated that they <br /> would not bid on a project with less than 50 units. Laura Shufelt, of the Massachusetts Housing <br /> Partnership, indicated that 30-50 hits would allow for tax credits, <br /> Ms. Shufelt distributed an example of a Request for Proposal used for a 30 unit Brewster Housing <br /> Authority rentalro erty. Due to neighbors' concerns,the project was required to have a 75 foot no- <br /> build <br /> build buffer. Ms. Shufelt summarized the RFP process and, specifically, Brewster's document. Ms. <br /> hufelt referenced the benefits of a feasibility study in its ability to provide more information to the <br /> developer, increasing the likelihood of a proposal submission. FIs. Shufelt also suggested that specific <br /> requests, such as townhouse building,was not allowable by 30B, but it could be requested that <br /> proposals include structures no higher than three stories.
