Mashpee Affordable Housing Committee <br /> Meeting Minutes <br /> November 7, 2017 at 6:30 pm <br /> Mashpee Town Hall <br /> Present: Chairman Allan Isbitz, Walter Abbott,Marie Stone <br /> Also Present: Wayne Taylor, Brian Kuchar, Tom O'Hara <br /> Absent: Berkeley Johnson, Bruce Willard <br /> CALL TO ORDER <br /> Chairman Isbitz opened the meeting at 6:34 p.m. with a quorum and the roll was called. <br /> APPROVAL OF MINUTES-October 10, 2017 <br /> Chairman Isbitz distributed edited versions of the minutes to be considered for approval. <br /> Mr. Abbot made a motion to accept the October 10th meeting minutes as presented. Ms. <br /> Stone seconded the motion. All voted unanimously. <br /> OLD BUSINESS <br /> 950 Falmouth Road Feasibility Study, Progress Report. Brian Kuchar, from Horsley <br /> Witten, returned to the Committee to present four concepts, with the intent to finalize it to two or <br /> three concepts, as detailed in the Scope of Work. Mr. Kuchar reported that the test pits had been <br /> completed and the site determined to be suitable for development. Additionally, wetlands had <br /> been flagged. The parcel had been reviewed by natural Heritage, and it was noted that it may <br /> have been de-listed, resulting in greater mitigation flexibility. Wastewater would continue to be <br /> an issue with the nitrogen credit. The change would be reflected in the final report, however, it <br /> was not expected that the design strategy would change due to the site being in a nitrogen <br /> sensitive area. Mr. Kuchar reiterated that the nitrogen credit was based on the 550 rule of <br /> gallons per acre. <br /> Mr. Kuchar discussed the design concepts. In concept A, and in an effort to maximize the units, <br /> a single two or three story building containing 40-60 units could be considered for the site. .In <br /> order to reach 60 units, the building would likely need to consist of all one bedroom units. The <br /> study would be working within the wastewater flow limit of 6,989 gpd. <br /> Mr. Kuchar reported that there would be grading challenges on site, but noting also that there <br /> was potential to build into the slope and provide an opportunity for parking spaces. Mr. Kuchar <br /> emphasized that all this information would be conveyed to potential developers, but they would <br /> likely propose their own concepts for the site. <br /> The second concept B would involve multiple buildings, with two stories. Three buildings could <br /> provide 40-50 units, but would cover more of the lot. Parking could be located under the <br /> building due to the slope. <br />
